Oakland – The Peralta Community College District (PCCD) Board of Trustees held a special meeting on Wednesday, September 23, 2020, and is announcing their decision to begin contract negotiations with Dr. Carla Walter to become Interim Chancellor. The goal will be to place the contract for public review and approval at their regular meeting scheduled for Tuesday, September 29, 2020.
The announcement was made following an expedited search process that began in July 2020 and included input from students, faculty, classified professional staff, administrators, and community members. Dr. Carla Walter was previously the Vice Chancellor of Finance and Administration at the District and has been serving as Acting Chancellor since July 18, 2020.
“Dr. Carla Walter’s background in both education and finance is critical to the District’s path forward in improving our fiscal health,” said Board of Trustees President Julina Bonilla. “Serving as Acting Chancellor, the appointment of Dr. Walter as Interim Chancellor allows the District to maintain a seamless transition in CEO leadership as the Board initiates the permanent Chancellor search.”

If Donald Trump picks Allison Jones Rushing to replace the legendary, late Ruth Bader Ginsburg, it will be the worst pick any President Of The United States has made in recent memory. Why? Because Allison Jones Rushing, the United States Circuit Judge of the United States Court of Appeals for the Fourth Circuit, is being elevated because she fits a checkmark of couch-potato conservative positions familiar to right-wing bloggers, and nothing else.
Let’s get this out of the way: if the position were something like senior vice president for legal at the Walt Disney Company, Allison Jones Rushing is certainly presents herself well, in general. This speech before the North Carolina Bar Association last year shows her to be people-centered and very much one who prizes the gift of giving in her personal life:
That’s all well-and-good but the fact is, I personally know of a number of judges who fit that same basic criteria. We’re talking about replacing the legendary intellect that is Ruth Bader Ginsburg. We’re also talking about finding someone who has a record of high-intellectual consideration of the problems of the day, and one of clear judicial activism. Someone who moved the needle of America. Someone like, well, Ruth Bader Ginsburg.
In Allison Jones Rushing, we get someone who’s rise seems based on telling conservative elected officials that she is, well, conservative, and that’s it. At that, she is what I call a “couch-potato conservative”: one who unknowingly defines themselves as conservative by their attitudes on race, sex, and sexual orientation. Such a person does not have true respect for the American institutions of democracy and government. Such a person does not understand what a market economy is, or a socialist one, or how one American economy can have elements of both, let alone know what they are. Thus, they turn a blind to the maintenance of voting rights, or even the preservation of traditions of behavior between parties – like not campaigning when the other party’s convention is going on. They don’t understand the price mechanism or what “market failure” is, and how to fix it. In short, they’re not truly intellectual. Allison Rushing has attached herself to a “couch-potato conservative” ethic that’s come to harm America.
Ms. Rushing earned a B.A., summa cum laude, from Wake Forest University in 2004 and a J.D., magna cum laude, from Duke University School of Law in 2007, where she served as executive editor of the Duke Law Journal. But beyond that, she…
Got a massive pass during her 2018 confirmation hearing for her current job. Allison managed to skip the standard schedule; it was during Senate recess that her hearing was held. All the better to escape the stinging and burning questioning of Democrats like California Senator Kamala Harris. This is what Vox wrote back then:
Allison Rushing, a nominee for a seat for the Fourth Circuit who testified on Wednesday, is among those being considered in these hearings. She’s been called out by the Leadership Conference on Civil and Human Rights given concerns about her stances toward civil rights. Rushing had previously spent a summer working with the Alliance Defending Freedom, an organization that the Southern Poverty Law Center has classified as a hate group for its efforts to advance anti-LGBTQ policies.
“Scheduling Ms. Rushing’s hearing for October 17, 2018 over Democratic objections — during a Senate recess when senators are out of town — is just the latest example of Chairman Grassley bulldozing over the minority in order to remake the federal courts in Trump’s image,” the Leadership Conference’s Vanita Gupta said in a statement.
Sen. Hatch, in his questioning on Wednesday, opened by simply telling Rushing — “I’m very impressed with you.”
“There has been a concerted effort by my friends on the Democratic side to stall and re-stall and that’s just a fact,” Kennedy told reporters before the hearing. “We’re going to get all the nominees in front of the Senate. … Sen. [Mitch] McConnell [the Senate majority leader] has said that even if we have to stay here on Christmas Eve … we’re going to be here voting.”
The person they picked for that lifetime job is one who’s known for her summer law clerk job with the afforementioned Alliance Defending Freedom. The organization’s mission pretty much screams anti-gay, so it seems, given what she wrote back then, that South Bend Indiana Mayor Pete Buttigieg and his husband will not be welcome at her home any time soon.
Allison Jones Rushing justified the Defense Against Marriage Act, which defined marriage as between a man and a woman for federal purposes and allowed states to refuse to recognize same-sex marriages from other states:
In a 2013 speech at a forum titled ‘Enemies of Mankind’: Religion and Morality in the Supreme Court’s Same-Sex Marriage Jurisprudence, Allison Jones Rushing outlined her support for the Defense of Marriage Act and her opposition to the Windsor decision in which the Supreme Court struck down the discriminatory law. Ms. Jones Rushing said in the speech: “The reasons for the law were both moral and practical,” continuing on to say “the fact that DOMA codified the definition of marriage that had prevailed throughout most of human history…was evidence that the law did have a valid basis” and that the majority opinion in Windsor was written “in a unique way that calls it bigotry to believe that homosexuality does not comport with Judeo-Christian morality.”

Oakland – The City of Oakland received $36.9 million in State of California CARES Act funding. Of that, approximately $850,000 will go to grants to support Oakland-based nonprofit organizations that have been impacted by the COVID-19 pandemic. The grant program will support about 34 nonprofits with grants of $20,000 to $25,000 each.
The grants are available to Oakland nonprofits with an annual budget of less than $1 million that are currently providing programs and services that address the impact of COVID-19 and the needs of low-income residents and businesses in the following areas: Health & Human Services; Economic & Workforce Development; Legal Support; Food Security; Homeless and Renter Support Services; and Education. The application period opened today (Wednesday, September 23) at 9 a.m., and closes at 5 p.m. on Wednesday, October 14, 2020. Online applications are available at: communityvisionca.org/oaklandcares
“These grants are a step in preserving Oakland’s nonprofit ecosystem that helps feed, clothe, shelter and counsel our most vulnerable residents,” said Oakland Mayor Libby Schaaf. “While the needs of our community have increased during the pandemic, many of these nonprofits have seen their funding dry up, putting both the organizations and those they serve at greater risk.”
The following general eligibility criteria will be used:
Nonprofits must provide proof of 501(c)3 status or fiscal sponsorship agreement.
Nonprofits must have a total annual budget and actual expenses of less than $1 million for the applicant’s current and previous fiscal year. If an organization is fiscally sponsored, this limit is related to the organization’s expenses, not the total expenses of the fiscal sponsor.
Nonprofits must be located in Oakland and be currently providing programs and services that address the impact of COVID-19 and the needs of low-income residents and businesses in Oakland.
Nonprofits must currently provide services to disinvested populations (including Black; immigrant; aged; children; homeless; low and very low-income) in the following areas: Health & Human Services; Economic & Workforce Development; Legal Support; Food Security; Homeless and renter support services; and Education. Applicants will be required to provide a brief narrative overview of their. (Nonprofits in the arts community should apply for grants through the previously announced arts nonprofit grant program.)
Nonprofits must have been in business in Oakland for at least three years, with appropriate documentation of this fact (such as 990s, audited financial statement, or business license, etc.).
Applicants will be required to identify the programmatic need or loss of organization income due to COVID-19 business interruption such as:
Lack of program funding, contract funding, or grant agreements that were impacted because of the applicant’s inability to deliver services
Reduction in payroll, jobs, furloughs, or other significant costs
Programs that had to be suspended due to COVID-19
Preference will be given to nonprofit organizations located in, and serving census tracts deemed eligible for the federal Opportunity Zone program.
Preference will be given to nonprofit organizations that can demonstrate deep community roots, trust in the community, and those who base their work on the stated needs/wants of the community they serve.
The grants will help preserve nonprofit services to some of Oakland’s most disinvested populations and help prevent nonprofit displacement. Distribution of the CARES Act grants for Oakland nonprofits is through a partnership between the Economic & Workforce Development Department and Community Vision. Community Vision, formerly the Northern California Community Loan Fund, is a trusted intermediary that will administer the fund.
“COVID-19 has further emphasized the vast inequities present in our society and the reality that our economic system does not prioritize communities of color and low-income communities,” said Catherine Howard, Community Vision’s senior vice president of programs. “We’re pleased to partner with the City of Oakland to provide support to nonprofits working to meet the most vital needs across the city.”

Oakland — It seems that every day there is a report of a fatal hit and run or reckless speeding that has resulted in serious injury on Oakland’s streets. It has become a precarious endeavor for anyone, but especially the elderly and children, to cross the street or even walk on the sidewalk. We need stronger action to make our streets safer for pedestrians, bicyclists, and others.
The practice has been to rely exclusively on police officers for speeding enforcement, but this has not been working well. In a city the size of Oakland, it is not possible for the police to create a sufficient presence to catch speeding violations or be a deterrent that would discourage dangerous driving activity that has caused serious injury and fatalities. The discretionary, disparate treatment of African Americans, and the ways that traffic stops have sometimes resulted in people being killed by police during traffic stops, are also reasons that the more effective options of civilian and automated traffic enforcement is desirable.
Oakland Council President Rebecca Kaplan is proposing Oakland adopt a resolution requesting the State Legislature to enact legislation that would give municipalities the flexibility to adopt more effective methods for speeding enforcement.
We need strategies that avoid racial disparities, prevent traffic stops from escalating into police shootings, while making speeding enforcement more effective and more broadly implemented. The answer is alternative traffic enforcement. Alternative traffic enforcement is the use of cameras and/or civilian personnel, such as Department of Transportation staff, to enforce traffic laws. This approach to traffic enforcement frees up the police to focus on serious crime, reduces likelihood of problematic police interactions, and improves reliability and fairness of enforcement. It also represents a potential savings for a city since it costs more for sworn officers to address these violations.
These systems can reduce racial disparities. “Driving While Black,” is the familiar term to describe the racial profiling used by law enforcement when an African American driver is stopped for little to no reason. The fear of a traffic stop escalated with no apparent reason is well-known in communities of color. With the use of cameras looking at license plates rather than individuals, automated systems, and local civilian staffing, communities of color could get a ticket for speeding, and it would no longer be a potentially life-threatening situation.
The City of Berkeley has already taken steps in this direction. In July, Berkeley approved the use of transportation personnel to conduct traffic stops. The City of San Francisco has also previously expressed interest in alternative methods of speeding enforcement. Oakland is also now working on strategies to provide for options beyond using an armed officer for these situations. But allowing cities flexibility for these solutions requires a change in State law in California.
The California Legislature needs to assist municipalities like Oakland and Berkeley and beyond with more flexibility to innovate as we address this danger on Oakland’s streets. Alternative traffic enforcement is one place where that assistance could begin. The Legislature needs to amend State laws, to allow cities the discretion to use methods for speeding enforcement that are fairer and more effective.

In all 50 states and more than 145 cities, Americans are calling for legitimate police accountability, an end to police brutality, and the transformation of the police system itself. The killing of George Floyd, a 46-year-old Black man, at the hands of police officers in Minneapolis this May initiated this wave of demonstrations. But Mr. Floyd’s death is only the latest entry in a long history of human rights atrocities inflicted on Black individuals. The message is clear: enough is enough.
In response, Congress has introduced the George Floyd Law Enforcement Trust and Integrity Act of 2020, which aims to prevent police brutality and calls for national policing standards. For example, the bill reforms hiring practices of law enforcement agencies mandates studies of training procedures that codify a uniform set of procedures for Police Officer conduct and implements other provisions. While this is a step in the right direction, broad legislation at the federal level is fundamentally unable to address the specific issues and nuances of local municipalities’ law enforcement. In order to better respond to the communities they serve, it is critical that local governments and policymakers take action on police reform.
Historically, the City of Berkeley has played a critical role in developing law enforcement practices. August Vollmer, the city’s first police Chief, who among other things, first put officers in automobiles, is hailed as the Father of American policing. Likewise, Berkeley is home to the nation’s first civilian oversight board over the Police Department. Berkeley can continue its leading role by addressing today’s policing issues, namely unconstitutional behavior, racial abuse, and unsustainable expense. Though a gargantuan problem, policymakers in Berkeley and elsewhere can make headway by breaking the larger problem into its individual parts — data-driven budgeting, police accountability, the warrior mentality instilled in police academies, and the use of armed officers in non-criminal cases.

Oakland – The City of Oakland received $36.9 million in State of California CARES Act funding. More than $4 million of those funds will go to the Oakland CARES Act Small Business Grant Program to support Oakland small businesses that have been impacted by the COVID-19 pandemic. The program anticipates distributing $10,000 grants to 402 Oakland small businesses.
Grants may be used to cover day-to-day operating costs, such as worker payroll, rent and fixed debts. The application period for the small business grants opened today (Tuesday, September 22) at 1 p.m., and ends at 5 p.m. on Monday, October 12, 2020. “Many Oakland small businesses that employ our residents and provide vital goods and services for us all have suffered greatly during the closures to combat the spread of COVID-19,” said Oakland Mayor Libby Schaaf. “These CARES Act-funded grants are meant to help sustain the local, independent merchants that add so much to our community as they pivot to new business models for the pandemic and post-pandemic economies.”
Eligibility requirements:
· Be an existing for-profit business since March 1, 2019 with a commercial location in Oakland
· Be able to demonstrate adverse business impacts from the COVID-19 pandemic
· Have gross revenues under $2,000,000 in 2019
· Have a current City of Oakland business license
· Have no City of Oakland life safety code violations
· Be in compliance with all County Health Orders and State Regulations
· Have not received a Paycheck Protection Program (PPP) loan of more than $10,000
· Have not received a grant from the Oakland CARES Fund for Artists and Arts Non-profits
· Have at least one, but no more than 50 full-time equivalent employees, including the business owner(s)
The following businesses are not eligible for funding through this grant program: Nonprofits, passive income real estate businesses, cannabis-related businesses, adult entertainment businesses, franchises, any business involved in bankruptcy proceedings or religious organizations (See FAQs for complete list).
Disbursement of grants funds to the selected recipients is anticipated to be completed by Friday, October 30, 2020.
The grants will help prevent displacement and closures of small businesses that contribute to the City’s diversity, vibrancy and character. Distribution of the CARES Act grants for small businesses is through a partnership between the City of Oakland’s Economic & Workforce Development Department and Main Street Launch. A trusted intermediary focused on equitable economic development, Main Street Launch is administering the Oakland CARES Act Small Business Grant Program.

City of Oakland Awarded $20M in California State Homekey Funding
Projects to provide 163 units of permanently affordable housing for homeless and those vulnerable to homelessness
Oakland –– Yesterday, the City of Oakland was awarded $20 million for two housing projects targeting some of the City’s most vulnerable residents. Governor Newsom announced the Homekey awards as the next phase in the state’s response to protecting Californians experiencing homelessness who are impacted by COVID-19.
“This announcement from Gov. Newsom will help us alleviate the human suffering of homelessness in Oakland,” said Mayor Libby Schaaf. “Homekey gives us the resources to convert existing facilities into permanently affordable housing for our unsheltered residents right now, and it paves the way for more innovative strategies in the future. I’m grateful for the Governor’s leadership and partnership as we continue to work together to end homelessness.”
The projects awarded include funds to purchase Clifton Hall, a California College of the Arts dormitory in Rockridge that offers 63 units for seniors and families; and Project Reclamation managed by Bay Area Community Services (BACS) for the development of 100 units at 20 scattered sites throughout Oakland for families and individuals.
“These funding awards mark another important milestone in our goal to preserve, produce, and protect housing for Oakland residents,” said Housing & Community Development Director Shola Olatoye. “We are proud to work with our partnering agencies to develop these units and move people off the streets and into housing.”
Homekey, administered by California Housing & Community Development, is the state’s $600 million program for purchasing and rehabilitating housing, including hotels, motels, vacant apartment buildings and other properties, converting them into permanent, long-term housing for people experiencing or at risk of experiencing homelessness.
The 2020 Oakland City Council race gets stranger and stranger as documents show (it’s always “documents show”, huh) that the Alameda Labor Council and the AFL-CIO have formed a committee called “Oakland 2020 Committee to Replace Lynette Gibson McElhaney And Elect Carroll Fife and Rebecca Kaplan to the Oakland City Council, sponsored by Alameda Labor Council, AFL-CIO”. (For those of you who need a map, Lynette Gibson McElhaney is the currrent Oakland District Three Councilmember and Rebecca Kaplan is the current At Large Councilmember and President Of The Oakland City Council.)

What’s Really Up With The Alameda Labor Council / AFL-CIO Union’s Decision To Back Carroll Fife Over Lynette Gibson McElhaney?
But the decision to back Carroll Fife over Councilmember McElhaney is the focus of talk around town. While others have a point of view that reflects the sour taste of last year’s California State Democratic Convention outcome and the idea that the unions are trying to “take out” black women (an interesting view considering the backing of Fife and also Jovanka Beckles), I think it has more to do with Bernie Sanders.
Carroll Fife and a number of members of the Alameda Labor Council were big time Bernie Sanders backers, whereas Lynette’s a supporter of Joe Biden for President (and Fife has not come out in open support of Biden, even as he’s the Democratic Party leader and former SF District Attorney Kamela Harris is his running mate). And the Alameda Labor Council’s office space was used to help Fife during the Moms 4 Housing effort.
Still, the ties between the 2019 California Democratic Party election where Los Angeles labor leader Rusty Hicks won the party chair position, and held off a powerful drive from Richmond activist Kimberly Ellis, and the current Oakland City Council race, are not to be denied. There’s a lot of state-wide bad blood between a number of black female elected officials and the largely white AFL-CIO in the wake of Ellis’ loss. Last year, Both Lynette and Kimberly served on the board of Black Elected Officials Of The East Bay, with McElhaney, as Special Advisor to the Board according to The Oakland Post. (Note, Ellis texted me via Facebook “I was hired as a consultant to the org, I never served on its board.” A point of information not reflected in the year-old Oakland Post entry which served as reference.)
Carroll Fife should be careful who she partners with in this race. Her approach thus far is to discriminate in seeking political partnerships rather than cast a big tent and sell herself, explaining why she’s the best candidate, and to everyone, of every stripe. That strategy does not serve any elected official well when it comes to deal-making in office. Just consider how some in the Oakland City Council reacted to the allegedly immature behavior of one newcomer when that person did not get their way after a vote. That person’s efforts were largely marginalized during the last session.
Plus, Carroll could wind up being looked at as against any black woman who’s not exactly aligned with her agenda. At a time when a number of black women in California politics feel like they’re under attack, that’s not a good position for Ms. Fife to be in, and could be used against her in a big way. It is also a bad look for the Alameda Labor Council to have: the appearance of picking and choosing black female candidates in the wake of the Hicks / Ellis vote of last year. Indeed, it’s a problem that extends even to Kamala Harris herself.
The Democratic Vice Presidential Candidate is a part of the SF Bay Area Political Family, and so is very well known. I first met her in 2007, and even met up at Harry’s Bar on Fillmore for an early dinner. But, as her political career grew, it took on a pattern that many black women in the SF Bay Area Political Family don’t see as beneficial to them. Famed local lawyer Pamela Price put it this way in her blog:
In California politics, with very few exceptions, Kamala has not supported progressive Black women running for office. In 2017 and again, in 2019, we fought to elect Kimberly Ellis as the Chairwoman of the California Democratic Party. Kamala did not support Kimberly Ellis in 2017 or 2019.
In 2018, 2 Black women ran for Oakland Mayor. Kamala did not support either one of us. In the 2018 race for Assembly District 15 to represent Oakland, Berkeley, Richmond and West Contra Costa County, there were 3 Black women running for State Assembly. Kamala did not support any of them. As a result, today, there are no Black representatives from the Bay Area in the California Legislature.
In three local races in 2018, Oakland Mayor, Assembly District 15 and Alameda County District Attorney, Kamala provided major support for all of the white women who won.
The Lesson: Make Friends With Everyone, And Not Just A Small Group Of People You Like
Oakland’s real problem is that too many so-called progressive and democratic socialist candidates are also too eager to make enemies where they really don’t exist. I am calculating the over-under on when this post of mine will be mischaracterized for political gain. One will say it’s anti-Lynette and the other anti-Carroll, and someone else will come up with some other crap. All will be wrong. Note: it’s a trap!
Word of warning: you’re elected to serve all of the people of your district, not just the ones you like.

Oakland – The annual celebration for excellence in television entertainment, the 72nd Emmy Awards show on ABC on Sunday night, September 20, was a huge night for Oakland Unified School District, and people with roots here. The District can add three Emmys to the collection of awards amassed throughout the years by alumni, staff, former students, and other connected artists.
First off, Zendaya, who is from Oakland and whose mother taught at Fruitvale Elementary, won for Lead Actress in a Drama for her work in HBO’s Euphoria. Another winner was 2004 McClymonds High School graduate, Yahya Abdul-Mateen II, who took the Emmy for Supporting Actor in a Limited Series or Movie for his work in Watchmen on HBO. And lastly, current students from across the District can celebrate the win by We Are The Dream: The Kids of the Oakland MLK Oratorical Fest, an HBO documentary, which took home the Emmy for Outstanding Children’s Program.
Zendaya’s mother, Claire Stoermer, taught at Fruitvale for 20 years, and Zendaya used to visit the school and even helped tutor the students. In more recent years, she has visited Fruitvale and other schools to support today’s students. In winning the Emmy for Lead Actress in a Drama, she beat out industry heavyweights including Jennifer Aniston, Sandra Oh, and Laura Linney. She also became the youngest woman to win the category at just 24 years old. Her acceptance speech brought tears to the eyes of many who watched it.
Supporting Actor winner, Yahya Abdul-Mateen II, grew up in West Oakland, and attended school in Emeryville before going to McClymonds for his high school career. For years, he has remained close with McClymonds social worker, Relonda McGhee. “Yahya was destined for greatness, so it is awesome that he has won his first Emmy Award,” she said. “Yahya surprised me with a visit at school in February, 2018. As I do all Mack Family when they come see me, I had him speak to my class. He did so and sponsored a young lady for her Prom. He asked who had the highest GPA and the lowest. This student was bold enough to admit her grades had dropped, and he promised to pay for her Prom if she worked hard to bring her grades back up. She did and he sent me the money for her. That’s just him. I couldn’t be more excited that Yahya is now receiving this recognition. He’s a great actor, and an even better person.”
Lastly, the win by the documentary, We Are The Dream: The Kids of the Oakland MLK Oratorical Fest, is a win for all Oakland students who have and will take part in the District’s annual Martin Luther King, Jr. Oratorical Fest. And in particular, it’s a win for Executive Producer, Mahershala Ali, who was born in Oakland, and for Skyline High School Drama Teacher, Awele Makeba (right), the producer of the Oratorical Fest. “HBO’s documentary was a precious gift to OUSD, the City of Oakland, and especially our children and families,” she said. “It’s definitely a community affair. The Emmy elevates the documentary to a whole other level, not only lifting up our talented youth, amplifying their potent voices nationally, but centering 4-11 year olds, predominantly children of color, in a proud legacy of being on the right side of racial and social justice, honoring the life and dream of Reverend, Dr. Martin Luther King, Jr.”

Oakland, CA – The City of Oakland received $36.9 million in State of California CARES Act funding. Through the Oakland CARES Fund for Artists and Arts Nonprofits, $1.425 million of those funds will go to support individual artists and arts nonprofit organizations that have been impacted by the COVID-19 pandemic. The Oakland CARES Arts Organizational Grant will award grants of up to $20,000 to arts nonprofits, while the Oakland CARES Individual Artist Grant seeks to support individual artists with grants of up to $3,000 each. The application period for both grants opened today (Monday, September 21) at 9 a.m., and ends at 1 p.m. on Friday, October 9, 2020. “Our vibrant arts and culture community is a vital part of our community and contributes immensely to our collective sense of belonging, which is what makes Oakland a unique and special place,” said Oakland Mayor Libby Schaaf. “We know Oakland artists and arts nonprofits are struggling, and these CARES Act-funded grants offer financial help as we collectively work to help them survive this crisis.”
Individual Artist Grants
Current, full-time Oakland residents who make their primary income as freelancers or employees in the arts sector may apply. Applicants must make the majority (50%+) of their individual income from the arts sector through any combination of sales of art, freelance work, and/or employment. This includes fine artists, including literary, visual, and performing artists; musicians; teaching artists; culture bearers; artist members of collective-based or cooperative creative social enterprises; and specialized artist workers (e.g., lighting or sound designers, fabricators, and the like). Grants of up to $3,000 will be awarded to approximately 160 individuals.
Nonprofit Organizational Grants
Oakland-based 501(c)3 arts nonprofits; fiscally sponsored arts organizations; or 501(c)3 incorporated cultural land trusts with a primary function of arts and/or culture activities and services may apply. Eligible organizations must have a yearly budget under $2.5 million based on the most recently completed fiscal year that ended before March 1, 2020.
Grant amounts will be based on nonprofit’s actual budget size of the most recently completed fiscal year using the following tiers:
For budgets up to $999,999, grants will be up to $10,000
For budgets of $1 million-$1,499,999, grants will be up to $15,000
For budgets of $1.5-$2.5 million, grants will be up to $20,000
The arts nonprofit must not have received more than $20,000 through the SBA’s Paycheck Protection Program or received a National Endowment for the Arts (CARES) award. Additionally, applicants, and employees or board members of applicant organizations, who have a conflict of interest (family or financial relationships) with the boards, staff, or directors of CCI or of City of Oakland’s elected officials and their employees are ineligible.
Both Grant Programs
Applicants for both grants will be asked to provide a detailed explanation of financial losses or incurred expenses due to COVID-19. Notifications to grant recipients are anticipated on Friday, October 30, 2020.
The grants will help prevent displacement among artists and closures of arts nonprofits. Artists and public-benefiting arts organizations are the backbone of the City’s diversity and vibrancy of cultural identity and expression. Distribution of the CARES Act grants for the arts is through a partnership between the Economic & Workforce Development Department’s Cultural Affairs Division and the Center for Cultural Innovation (CCI), a trusted intermediary focused on the economic security of people in the arts.
“Artists, culture workers, and arts nonprofits need our support but are all too often overlooked. We are delighted to partner with the City of Oakland, with the knowledge that they understand how important the arts are to the civic life of communities,” said Laura Poppiti, Center for Cultural Innovation’s Grants Program Director.

The Oakland CARES Fund for Artists and Arts Nonprofits will distribute support to reflect the cultural and geographic diversity of the city of Oakland – including those in historically underserved communities that are especially vulnerable financially due to this economic crisis.
Although not factors in grant decisions, we strongly encourage the following with financial needs to apply: individual applicants of, or organizations that primarily serve, historically marginalized communities, which may include, but are not limited to, African and African American, Arab, Asian and Asian American, Latinx, Middle Eastern, Native American and Indigenous, Pacific Islander; Lesbian, Gay, Bisexual, Queer, Transgender, and Gender-Variant people; people with disabilities; women; and those who are low-income, have high debts, have difficulty obtaining or retaining sources of income, or live in immigrant and refugee communities.
This is the latest CARES Act-funded grant program launched by the City of Oakland. The Oakland that I knew is dead. It was a city that had over 100 job training programs and several low interest loan and grant programs for businesses. It was a city that was unafraid to embrace manufacturing, transportation, and heavy industry, as much as it demanded and caused the development of an economy comparatively cleaner than most. It was a city that knew how to fix its economic problems. That Oakland is gone.
The Oakland that replaced it is one that’s marked by growing ranks of people sleeping on the streets because no one will help them. It has many who were just one lost paycheck away from eviction, and their ranks so great, a moratorium on evictions was in place before the Pandemic.
It has some who would even resort to an attempt to take property not their own. And do that thinking it will solve an overall problem that is obviously beyond their desire to deal with: an economic design that lacks the use of tax increment financing to fuel the business assistance and job training and affordable housing programs Oakland was once known for. This Oakland lacks people who want to fix the economy and far to many people who want to protest against the economy.
The fact is, we have had march after march and activist after activist, and the problems have only gotten worse. The protests have become nothing more than theater for the media, and tools to be used as part of a campaign strategy by a President who, himself, does not seem to care.
We have people who are willing to say “no coal” but not even asking “can we do coal, clean air, and jobs?” In fact, it seems like it’s just easier for them to just say no, then to try and fix anything.
Where we are is beyond sad.
It has been advanced by some media infected with the same anti-intellectualism – and worse because they believe their approach is smart. It is the complete and total lack of knowledge of where we are as a society, and to such a massively alarming point, that both the activists and that media don’t even bother to read about the past, and learn about the first publication to point to the climate change problem: The Limits To Growth. That was way back in 1971, but don’t tell that to the so-called climate change activists, they think all of this started after they hit puberty, and after 2010.
Oakland Created Its Own Problem And Now Can’t Wake Up To Fix It
What is so awful is that we in Oakland created this problem. Yeah. That’s right. Us.
I recall a 1996 meeting I sat in on, and on behalf of Oakland Mayor Elihu Harris, about the then-new concept of the “jobs / housing balance”. The meeting was at the offices of my long-time friend Alameda County Supervisor Keith Carson. Unfortunately, I have to write that this happened.
The meeting included a number of officials, including Sunne Wright McPeak, then a Contra Costa County Supervisor and main advocate for the idea that there should be a jobs / housing balance. The problem with the concept is that it asks a City like Oakland to be able to have more employment for workers to “balance” the housing in it. The problem is that the idea calls for an industry to be grown in that city to get those workers. Or, let me put it this way: it allows for gentrification to set in, though that was not the word flavor of the day in 1996.
In the meeting, I asked how Oakland was to make sure it followed “Oakland first” jobs policies for its current workers if they did not have the skills necessary to land the biotech jobs that Keith and Sunne, and the others in the meeting prized so much and wanted for Oakland? They collectively looked at me as if I had grown the ears of a Vulcan. I must now admit that I left the meeting out of pure disgust for the lack of any real thinking – it was the typical, Bay Area, “let’s make up something that we think is smart” crap.
It’s the kind of approach that is unconsciously born from the time when white supremacists like John Muir were creating social clubs like The Sierra Club. It’s an approach that calls for the development of an amount of what the person thinks are facts that are undeniable – and so that person is hardened in their beliefs to the point where communicating with them to get them to see another way becomes folly. It’s caused a lot of problems, and in particular, in the East Bay of the SF Bay Area, where the black population is the largest of any other place in my region of the San Francisco Bay Area.
The people who have this sort of tick have become and in many cases still are elected officials and friends of mine – and Democrats. They have allowed the complete destruction of Oakland’s economic development, and allowed it to happen with a nod. They have proven that they are the latest in the long line of people to drink the kool-aid established by John Muir. When he and his friends like famed UC Berkeley Professor Joseph Le Conte formed The Sierra Club, and his ideas of preservation that gave it life, he and they did not have black people in mind. They regarded us, folks who look like me, as “dirty” and “savages.”
I write that because the Oakland that I came to know in 1974 was increasingly one that was called a “chocolate city” but the real problem is Oakland was consistently apologizing for being just that. It always embraced outside white male developers and never, then later seldom, gave a black developer a chance, and a person who was Asian (like my friend Phil Tagami) didn’t fare much better unless he worked himself to near death for ten years just to land the Oakland Rotunda Project (as Phil did with the help of a number of people, including me and Elihu Harris). That problem still exists today, and points to a real problem.
We all know the ranks of those who are jobless and homeless in Oakland are mostly black. We all know that the ranks of those suffering from COVID-19 are more likely to be black. But what we have not done in Oakland, is simply create a black-focused answer to these problems. So, for the Oakland Bulk and Oversized Terminal (for which its co-developer Insight Terminal Solutions, is a Zennie62Media content client) there’s the largely white “No Coal In Oakland” group just saying no, and not doing anything to try and get to yes.
They openly do not care about the same jobs problem that disproportionately hurts black folks in Oakland. Then, they try and make you believe (with the help of irresponsible media) that they have a large young black membership, when the truth is just the opposite. We need a black economic development agenda that is formed in harmony with concerns for the environment. Don’t count on No Coal In Oakland or The Sierra Club, because they’ve drank John Muir’s racist elixir and are too drunk to realize it.
Meanwhile, there’s Tom Steyer, the former coal investor and hedge fund manager who’s now (I contend) trying to hedge the western United States and as much of America as he can into a thought ethic that just says invest in renewables, and not fix the damn traditional energy pollution problem. Tom’s got a number of Oakland elected officials so scared they won’t get his money, they parrot his view about the environment, and don’t care about developing jobs at all, and mindlessly pat themselves on the back for such things as “climate action plans” that lack any interest in economic development.
On top of that, the same Oakland elected officials that signed development agreements to allow Mr. Tagami and Insight Terminal Solutions to build the Oakland Bulk and Oversized Terminal (knowing it was designed to handle bulk commodities like coal in a low emissions way), then set about a process of trying to back out of them just because Steyer started influencing them with money.
Take the example of Tom Steyer investing $500,000 in the Mayor of Oakland’s Oakland Promise program, and allegedly with the quid-pro-quo that Oakland would get involved in a lawsuit against American oil companies that was so silly it was tossed out of court. Why Libby didn’t get Tom to try and jump start Oakland Bulk and Oversized Terminal is a good question, considering its low emissions design, Oakland’s need to create low-skilled, well-paying jobs, and the now decades-long tardiness of replacing the jobs lost due to military base closures.
It’s as if Oakland just plain stopped caring about creating jobs. Even Oakland economic development director Alexa Jeffries, who was hired last year, has no formal background in economic development!
This is Oakland, folks. In other words, for economic development in Oakland, a cuss term is appropriate: we’re fucked.
In Oakland Economic Development Has Reached The “We’re Fucked” Stage
Yep. We’re fucked, folks. The City of Oakland knows it and you know it. We can get out of it, but we have to admit it, first, fast, then take action, and fast. We had the blueprint for the economic engine that can help us in the future and that’s the redevelopment laws of the past. There was no real good reason to get rid of Redevelopment, and since it was terminated, Oakland’s economic divide has only worsened and the Pandemic just made it worse.
And blacks in Oakland need to stop supporting The Sierra Club and form a new approach that fits the needs of the African American community. The problem is too many of us are trapped in thinking about us in a negative fashion, so city policy is focused on crime only, whereas in the Oakland between 1980 and 2010, the policies (like Hire Oakland First) were geared toward the economic needs of black residents. We let that go, and it’s time to bring it back. If you agree that blacks in Oakland are being harmed by a lack of programs and a lack of the social infrastructure that once made sure blacks had greater wealth, then take action. If you believe that you are only as strong as your weakest neighbor, then the only logical action is to help that neighbor, and go tell John Muir what to do with his racist ideas. I know he’s long passed on, but his point of view still holds way too much sway.

In the online publication Cointelegraph, Councilmember Bartlett is extolling the possible virtues of cannabis record keeping based on blockchain. Here’s what he said on Cointelegraph:
Berkeley city council member Ben Bartlett told Cointelegraph that California government officials are currently advocating to adopt a blockchain-based track-and-trace methodology to ensure accurate record-keeping, better retention of taxation and standardization for the cannabis industry.
Bartlett helped to compose a report illustrating a blockchain roadmap for California. He mentioned that the document has been sent to the California governor and legislator for consideration, noting that there is an entire section dedicated to how blockchain technology can be used to manage the cannabis supply chain. Bartlett said:
“This will help standardize the cannabis industry, as we don’t have a clear picture of seed to sale and all the elements involved. Using blockchain would ensure that we are dealing with a product that is safe and recognized by state health standards. This is also a way to professionalize the emerging cannabis market.��
While the report mentions that California policymakers should accept blockchain-based verification and reporting mechanisms for the cannabis supply chain, the document further notes that policymakers should consider “authorizing participants in the cannabis supply chain to use payment mechanisms that implement stringent industry ‘Know Your Customer’ processes but also accommodate U.S. regulatory concerns.”
According to Bartlett, the blockchain roadmap is the first recommendation of its caliber to be sent to the California governor for review. “Even though cannabis has its own allies and issues in the government, it was important to include because we see it as beneficial for the economy as a whole,” he remarked.

The late Supreme Court Justice Ruth Bader Ginsburg has an interesting connection to Oakland, California: she married an Oakland couple who also are regulars (and friends of mine) at The Alley Cat Bar at 3325 Grand Avenue. In 2001, after 11 years of living in sin, Albert and I decided to get married. My mom asked if she should contact RBG to see if she would officiate our ceremony. Ruth and her husband Marty had gone to college with my parents. My response was, “That’s ridiculous. Don’t ask. Surely she has more important ways to spend her time. “ Albert’s response was, “Hell, yes!” He was (and still is) smarter than me. I’m not sure why Ruth agreed to do it, but she did.
I didn’t meet Ruth until the wedding, but I knew that my parents had named me Jane after Ruth and Marty’s daughter, Jane Ginsberg. Not that they were especially close, but Jane Greenberg had that same ring, and it sounded good to them. I take great pride in being a Ginsberg namesake. Ruth was awesome at the wedding. She gracefully posed for photos with our whacky friends. There were no complaints when her secret service men got smeared with face glitter. She was the most understated superstar.
There have been so many tough days in our recent past, but this is an especially hard blow. Thank you RBG for your quiet and fierce determination to fight the good fight. Rest In Power. Rest In Peace

Oakland – On Monday September 21st, the Oakland City Council will move one step closer to clarifying to how Oakland will manage and support homeless encampments throughout the city. Led by Councilmember Loren Taylor, the Council’s Life Enrichment Committee hopes to finalize a new Encampment Management Policy.
Councilmember Taylor emphasized that, “When there is a unified chorus from across Oakland including both housed and unhoused residents calling on the Council to provide necessary leadership on this difficult and complicated issue, we must respond to their demand for action. The time is now.”
This new policy explains how the City will reduce the negative health and safety impacts associated with homeless encampments – for both unhoused and housed residents. Although an administrative policy guiding the operational efforts of City departments in addressing encampments has existed since 2017, it was not formally reviewed and adopted by the City Council. As a result, it lacked the benefit of public comment from both housed and unhoused Oakland residents, and it did not reflect consistent policy direction from the Oakland City Council to City departments that this new policy will.
In February, Councilmember Taylor secured a unanimous vote by his City Council colleagues to initiate a robust stakeholder engagement process that would inform the development of a more comprehensive policy that the entire city could align around, ensuring that the City’s activities align with the needs and values of the City and all residents. Since then more than 1,200 residents have participated through the online survey and numerous Council meetings, town halls, and neighborhood meetings to weigh in on open questions including:
1. Should there be areas of the city that are off limits to encampments? If so, where?
2. What rules should be in place for those encampments that do exist to ensure health and safety for all Oaklanders?
3. In what manner should noncompliance with the policy be enforced?
4. For those residents living in encampments, what services and resources should the City provide? Under what circumstances?
Oakland residents are encouraged to share their thoughts and opinions on whether the Council should proceed with this formal policy and what, if any, modifications should be made before final adoption.

In his statements Commissioner Bud Selig said that the A’s owners have exhausted their efforts in Oakland. But really, they have not. Here’s an example in this plan for a new Coliseum baseball stadium on the parking lot land of the facility.
The plan, created by architect Frank Dobson and Retail Leasing expert Bob Leste with Oaklander Steve Lowe was first introduced in 2004 and while it was presented to the then-new ownership group and A’s Managing Partner Lew Wolff, it went largely ignored by them. Wolff was known to be in love with a concept called a baseball village and needed a lot of land to make that work, hence the Fremont land chase.
But the idea called for hundreds of acres of land, more than the A’s organization could afford given the economy and so needing public money turned to Fremont, which turned a deaf ear to their request.
Wolff has not wanted to be in Oakland, but the Mayor’s Sports and Entertainment Task Force wants to maintain the A’s here in Oakland. To that end, it supports the plan you’re about to see in this video.
The plan needs to be upgraded for 2009 and a financing plan developed. It also lacks an economic impact analysis and a job development report. But just eyeballing the plan I can say it can generate about 10,000 construction jobs and 4,000 permanent jobs. It calls for a new stadium, a parking structure, and a retail structure at the Coliseum as well as an enlarged BART bridge. The total cost is about $440 million but we at the task force understand that was a 2004 estimate.

City of Oakland Seeks Applicants for New Homeless Advisory Commission. 9-member board recommends strategies to remedy homelessness and advises on priorities for Vacant Parcel Tax funds for homeless services
Oakland, CA – The City of Oakland is establishing its first-ever Homeless Advisory Commission and is seeking nine qualified Oakland residents to sit on the inaugural board. City Councilmembers make recommendations on Commissioners to the Mayor, who appoints them for the Council’s confirmation.
The Homeless Advisory Commission was created by Measure W, the Vacant Parcel Tax ballot measure, a special parcel tax on vacant properties to support homeless services and address illegal dumping, passed by Oakland voters in November 2018. The Homeless Advisory Commission is charged with making recommendations to the City Council about strategies to remedy homelessness and providing oversight of the Vacant Property Tax, which is anticipated to generate about $7 million per year for homeless and illegal dumping services.
“The impacts of COVID-19 on our economy in general, and on housing insecurity and homelessness in particular, make this Commission more important than ever,” said Mayor Schaaf. “I look forward to collaborating with the Council in seating and launching Oakland’s first-ever Homeless Advisory Commission in November 2020.”
The Homeless Advisory Commission will:
Review financial and operational reports related to the expenditure of the Vacant Parcel Tax homeless services fund.
Publish recommendations on how to prioritize the allocation of funds for services and programs for homeless people and the impacts of programs funded by the Vacant Property Tax.
Make recommendations to the Mayor and the City Council regarding homelessness priorities and present budget recommendations for the prioritization of Vacant Parcel Tax funds for each two-year budget.
Review and respond to the City’s Homeless Encampment Policy and the Permanent Access to Housing (PATH) plan.
Hear reports on the housing, programs, and services for people experiencing homelessness in Oakland, including street outreach, homeless shelters, transitional housing, housing exits, and permanent supportive housing.
The Homeless Advisory Commission is comprised as follows:
Consists of nine (9) members who are all residents of the City.
No less than half of the members must be residents of heavily impacted neighborhoods.
No fewer than two (2) members must be currently homeless, formerly homeless or low- income, as the term “low income” is defined by the United States Department of Housing and Urban Development.
No fewer than three (3) members must have professional expertise in, or be providers of, homeless services or housing, with priority given to individuals with a background in affordable housing, shelter management, or public health.
No fewer than one (1) representative must have financial expertise.
Members may fulfill more than one (1) of these criteria for the purposes of meeting these requirements.

The application period closes on Friday, October 16. The goal is to present a list of Commissioners for City Council’s confirmation in November 2020.
Oakland is suffering a serious housing crisis, making housing at all levels of affordability, and particularly affordable housing, scarce and unavailable for many Oakland residents. The 2019 point-in-time count estimated that there are 4,071 homeless people in Oakland, up 47% from two years ago. This represents about half of the total number of unsheltered residents in Alameda County.

Chevron scores Another Giant Chevron Ecuador Legal Win
San Ramon, Ca – The District Court of The Hague this week ruled in favor of Chevron Corporation in its dispute with the Republic of Ecuador, upholding a 2018 arbitral award rendered by an international tribunal administered by the Permanent Court of Arbitration. This is yet another defeat for disgraced attorney Steven Donziger, who U.S. and international courts have found used fraud, bribery and extortion in an environmental lawsuit against the oil company in Ecuador.
In its unanimous award, issued pursuant to the U.S.-Ecuador Bilateral Investment Treaty, the international arbitral tribunal found that a $9.5 billion Ecuadorian judgment against Chevron was procured through egregious fraud and corruption by the plaintiffs’ legal team, including bribery of the presiding judge and ghostwriting of the judgment. It held the judgment unenforceable under international law. The tribunal also rejected the underlying environmental allegations against Chevron. In its award, the tribunal found that a Chevron subsidiary completed an environmental remediation program supervised and approved by the Republic of Ecuador and that the Republic released the environmental claims on which the fraudulent Ecuadorian judgment was based. Any responsibility for current environmental conditions in Ecuador lies with the state-owned oil company, which continues to operate in the same area today.
The District Court of The Hague upheld the award in full and rejected the Republic of Ecuador’s attempt to set it aside, noting that “the fraudulent character of the Lago Agrio judgement and the proceedings preceding it is common ground between the parties.” The court found that the international tribunal acted within its remit when issuing the award, and that the award was well reasoned and complied with the applicable law and public policy. The court concluded that the international tribunal’s orders properly sought to “remove the consequences of a fraudulent judgment that was rendered by a corrupt judge.” The court held that “because none of the setting aside grounds brought forward by Ecuador succeed, the claims will be denied.”
The court’s ruling follows decisions from courts in Argentina, Brazil, Canada, Gibraltar and the U.S. rejecting the fraudulent Ecuadorian judgment against Chevron. In July, Argentina’s highest court unanimously rejected the plaintiffs’ bid to enforce the corrupt judgment, bringing to an end the last pending recognition proceeding against Chevron. Even Ecuador finally admitted in a public filing earlier this year that the $9.5 billion judgment issued by its courts against Chevron is “fraudulent.” Chevron’s arbitration against the Republic of Ecuador is now in its final stage, where the company is seeking to recover from the Republic of Ecuador costs it has incurred to expose and defend against the fraud.
