In 2001, after 11 years of living in sin, Albert and I decided to get married. My mom asked if she should contact RBG to see if she would officiate our ceremony. Ruth and her husband Marty had gone to college with my parents. My response was, “That’s ridiculous. Don’t ask. Surely she has more important ways to spend her time. “ Albert’s response was, “Hell, yes!” He was (and still is) smarter than me. I’m not sure why Ruth agreed to do it, but she did.

I didn’t meet Ruth until the wedding, but I knew that my parents had named me Jane after Ruth and Marty’s daughter, Jane Ginsberg. Not that they were especially close, but Jane Greenberg had that same ring, and it sounded good to them. I take great pride in being a Ginsberg namesake. Ruth was awesome at the wedding. She gracefully posed for photos with our whacky friends. There were no complaints when her secret service men got smeared with face glitter. She was the most understated superstar.

There have been so many tough days in our recent past, but this is an especially hard blow. Thank you RBG for your quiet and fierce determination to fight the good fight. Rest In Power. Rest In Peace

Oakland City Council To Consider New Homeless Encampment Management Policy

Oakland Councilmember Loren Taylor District Six

Oakland – On Monday September 21st, the Oakland City Council will move one step closer to clarifying to how Oakland will manage and support homeless encampments throughout the city. Led by Councilmember Loren Taylor, the Council’s Life Enrichment Committee hopes to finalize a new Encampment Management Policy.

Councilmember Taylor emphasized that, “When there is a unified chorus from across Oakland including both housed and unhoused residents calling on the Council to provide necessary leadership on this difficult and complicated issue, we must respond to their demand for action. The time is now.”

This new policy explains how the City will reduce the negative health and safety impacts associated with homeless encampments – for both unhoused and housed residents. Although an administrative policy guiding the operational efforts of City departments in addressing encampments has existed since 2017, it was not formally reviewed and adopted by the City Council. As a result, it lacked the benefit of public comment from both housed and unhoused Oakland residents, and it did not reflect consistent policy direction from the Oakland City Council to City departments that this new policy will.

In February, Councilmember Taylor secured a unanimous vote by his City Council colleagues to initiate a robust stakeholder engagement process that would inform the development of a more comprehensive policy that the entire city could align around, ensuring that the City’s activities align with the needs and values of the City and all residents. Since then more than 1,200 residents have participated through the online survey and numerous Council meetings, town halls, and neighborhood meetings to weigh in on open questions including:

1. Should there be areas of the city that are off limits to encampments? If so, where?

2. What rules should be in place for those encampments that do exist to ensure health and safety for all Oaklanders?

3. In what manner should noncompliance with the policy be enforced?

4. For those residents living in encampments, what services and resources should the City provide? Under what circumstances?

Oakland residents are encouraged to share their thoughts and opinions on whether the Council should proceed with this formal policy and what, if any, modifications should be made before final adoption.

The time to worry about that came in 1975 for me, when I read Limits To Growth as a teen, and then when I made my first computer-based SD model: 2002. The system dynamics models and literature have warned of this, long ago. We are 10 years behind because that was when zero population growth was to occur.

Allen, the problem is population, okay. We have too many fucking people on the planet, and the best way out of this is to just slow population growth rate. The best way to do that is via promotion of and financing of education worldwide.

Any good bioeconomist will tell you that even if we reach zero emissions, we will not, and I repeat not, stop climate change. Why? Too many people.

Also, wanting to kick people out of their jobs is not only evil, baseless, and lazy (sorry don’t mean to offend), it guarantees Trump a second term. Wake up, my friend. I have a broader view of the nation that you or Dan, or the stupid-assed white supremacist Sierra Club. The white coastal elites are hated by the South and Middle America, and for good reason. People like Dan who want them to lose their jobs and say so, just piss them off.

So, as I said to Oakland City Councilmember Dan Kalb, we have to fix this. The Oakland Bulk and Oversized Terminal provides low skill well paying jobs. The homeless in Oakland need them, and so do many in six different states (which have the coal industry). Tom Steyer is playing hedge fund against American society, and it shows. I am committed to forcing America to get back to economic planning without regard for politics. It’s what we did with the Defense Industry, and now we’re not doing it at all. The economic whole of our nation has been TORN because of this.

So, stop Allen. Stop supporting something that has already hurt us. Also, Dan mentioned the lone black person in this – the token. This matter is regarded by a silent majority as a whole as a group who thinks its smarter than others – and are telling them what to do. The fact that this is racially split, in itself, shows that institutional racism has set in.

Engineering – low emissions systems that can transport all bulk commodities including coal are in order. Right now, Allen, Oakland has one of only five low-emissions train engines in the World and for the Oakland Bulk and Oversized Terminal. We can do this, Allen. We will do this. Moreover, we will do this in a way that does not help Trump get four more years.

Pushing workers out of jobs is not something I went to school for, and I will not stand for it today. Economic retention and tech training is the key.

Get on the right side Allen – you’re on the wrong one. Climate change is here, we have known this. But we STOPPED the ethic of fixing the problem, and now just want to say no. Not me. No way. Do the hard thing. And then keep doing the hard thing. No lazy thinking. We were supposed to have a DAMN space station colony called L5. Then, nothing. All of the ideas and plans I grew up with went away. It’s time to bring them back. Yelling “no coal” when that industry is still a Worldwide operating culture and making steel to make cities makes me think someone’s doing too many drugs.

We need to fix that industry, where the USA is number three in the World, and move forward. I’m not letting Tom Steyer devalue coal so he can buy up the reserves for himself. Bullshit, man. Bullshit. Don’t drink his fucking kool-aid, okay?

This was written in 2009, and after a presentation before the Oakland Mayor Ron Dellums-formed Sports and Entertainment Task Force that was chaired by Chris DeBenedetti:

Oakland Coliseum City: Frank Dobson, Bob Leste, Steve Lowe Had Oakland A’s Stadium Plan Before Coliseum City https://ift.tt/17MyOt9 — The Commissioner of Baseball on Monday announced a new committee devoted to determining the viability of baseball in the East Bay. In his statements Commissioner Bud Selig said that the A’s owners have exhausted their efforts in Oakland. But really, they have not. Here’s an example in this plan for a new Coliseum baseball stadium on the parking lot land of the facility.

The plan, created by architect Frank Dobson and Retail Leasing expert Bob Leste with Oaklander Steve Lowe was first introduced in 2004 and while it was presented to the then-new ownership group and A’s Managing Partner Lew Wolff, it went largely ignored by them. Wolff was known to be in love with a concept called a baseball village and needed a lot of land to make that work, hence the Fremont land chase.

But the idea called for hundreds of acres of land, more than the A’s organization could afford given the economy and so needing public money turned to Fremont, which turned a deaf ear to their request.

Wolff has not wanted to be in Oakland, but the Mayor’s Sports and Entertainment Task Force wants to maintain the A’s here in Oakland. To that end, it supports the plan you’re about to see in this video.

The plan needs to be upgraded for 2009 and a financing plan developed. It also lacks an economic impact analysis and a job development report. But just eyeballing the plan I can say it can generate about 10,000 construction jobs and 4,000 permanent jobs. It calls for a new stadium, a parking structure, and a retail structure at the Coliseum as well as an enlarged BART bridge. The total cost is about $440 million but we at the task force understand that was a 2004 estimate.

Oakland Councilmember Kalb and I talked after the City of Oakland lost its anti-SLAPP lawsuit attempt against developer Phil Tagami and Zennie62Media content client Insight Terminal Solutions. This was the 4th time Oakland lost in court to Oakland Bulk and Oversized Terminal, but from Kalb’s words, Oakland remains firmly against any coal shipments coming through via the bulk terminal.

What’s strange and concerning about our argument (and I consider Dan a friend so its not at all personal) is that he doesn’t seem to care one bit about the Utah coal workers and the need for them to sustain their jobs. The Pandemic has rendered the idea that they can get other jobs a completely stupid one – especially since everyone agrees that Utah will benefit from the Oakland Bulk and Oversized Terminal.

Dan seems too focused only on coal and has zero idea that iron ore is also a bulk commodity that is shipped and used to make steel, worldwide. The Oakland Bulk and Oversized Terminal, was designed to move bulk commodities in a low emissions way.

Why is the City of Oakland only interested in only in banning coal and not iron ore or other commodies that have higher emissioms indexes? And why are trucks allowed to pollute in West Oakland through all of this?

And why the love for Tom Steyer, who was a coal investor until he elected to spend millions to turn America away from coal. Given that Steyer’s a hedge fund investor, and he’s poured millions into California elected officials, it seems like he and people like Utah’s Huntsman Family are trying to steer us to favor their businesses – which do not employ coal workers and have higher unemployment rates. Sorry, but something is up. It’s wrong to push people out of jobs and onto the street for a problem that can be solved in another way. For me, it’s not American. I want to know what the impacted Utah workers think of this?

Sorry Dan, you’re a great Oakland councilmember, but just plain wrong about the Oakland Bulk and Oversized Terminal. And what’s up with the love for Tom Steyer in this context?

Sixty years ago, Ruth Bader Ginsburg applied to be a Supreme Court clerk. She’d studied at two of our finest law schools and had ringing recommendations. But because she was a woman, she was rejected. Ten years later, she sent her first brief to the Supreme Court – which led it to strike down a state law based on gender discrimination for the first time. And then, for nearly three decades, as the second woman ever to sit on the highest court in the land, she was a warrior for gender equality – someone who believed that equal justice under law only had meaning if it applied to every single American.

Over a long career on both sides of the bench – as a relentless litigator and an incisive jurist – Justice Ginsburg helped us see that discrimination on the basis of sex isn’t about an abstract ideal of equality; that it doesn’t only harm women; that it has real consequences for all of us. It’s about who we are – and who we can be.

Justice Ginsburg inspired the generations who followed her, from the tiniest trick-or-treaters to law students burning the midnight oil to the most powerful leaders in the land. Michelle and I admired her greatly, we’re profoundly thankful for the legacy she left this country, and we offer our gratitude and our condolences to her children and grandchildren tonight.

Ruth Bader Ginsburg fought to the end, through her cancer, with unwavering faith in our democracy and its ideals. That’s how we remember her. But she also left instructions for how she wanted her legacy to be honored.

Four and a half years ago, when Republicans refused to hold a hearing or an up-or-down vote on Merrick Garland, they invented the principle that the Senate shouldn’t fill an open seat on the Supreme Court before a new president was sworn in.

A basic principle of the law – and of everyday fairness – is that we apply rules with consistency, and not based on what’s convenient or advantageous in the moment. The rule of law, the legitimacy of our courts, the fundamental workings of our democracy all depend on that basic principle. As votes are already being cast in this election, Republican Senators are now called to apply that standard. The questions before the Court now and in the coming years – with decisions that will determine whether or not our economy is fair, our society is just, women are treated equally, our planet survives, and our democracy endures – are too consequential to future generations for courts to be filled through anything less than an unimpeachable process.

City of Oakland Seeks Applicants for New Homeless Advisory Commission. 9-member board recommends strategies to remedy homelessness and advises on priorities for Vacant Parcel Tax funds for homeless services

Oakland, CA – The City of Oakland is establishing its first-ever Homeless Advisory Commission and is seeking nine qualified Oakland residents to sit on the inaugural board. City Councilmembers make recommendations on Commissioners to the Mayor, who appoints them for the Council’s confirmation.

The Homeless Advisory Commission was created by Measure W, the Vacant Parcel Tax ballot measure, a special parcel tax on vacant properties to support homeless services and address illegal dumping, passed by Oakland voters in November 2018. The Homeless Advisory Commission is charged with making recommendations to the City Council about strategies to remedy homelessness and providing oversight of the Vacant Property Tax, which is anticipated to generate about $7 million per year for homeless and illegal dumping services.

“The impacts of COVID-19 on our economy in general, and on housing insecurity and homelessness in particular, make this Commission more important than ever,” said Mayor Schaaf. “I look forward to collaborating with the Council in seating and launching Oakland’s first-ever Homeless Advisory Commission in November 2020.”

The Homeless Advisory Commission will:

Review financial and operational reports related to the expenditure of the Vacant Parcel Tax homeless services fund.
Publish recommendations on how to prioritize the allocation of funds for services and programs for homeless people and the impacts of programs funded by the Vacant Property Tax.
Make recommendations to the Mayor and the City Council regarding homelessness priorities and present budget recommendations for the prioritization of Vacant Parcel Tax funds for each two-year budget.
Review and respond to the City’s Homeless Encampment Policy and the Permanent Access to Housing (PATH) plan.
Hear reports on the housing, programs, and services for people experiencing homelessness in Oakland, including street outreach, homeless shelters, transitional housing, housing exits, and permanent supportive housing.

The Homeless Advisory Commission is comprised as follows:

Consists of nine (9) members who are all residents of the City.
No less than half of the members must be residents of heavily impacted neighborhoods.
No fewer than two (2) members must be currently homeless, formerly homeless or low- income, as the term “low income” is defined by the United States Department of Housing and Urban Development.
No fewer than three (3) members must have professional expertise in, or be providers of, homeless services or housing, with priority given to individuals with a background in affordable housing, shelter management, or public health.
No fewer than one (1) representative must have financial expertise.
Members may fulfill more than one (1) of these criteria for the purposes of meeting these requirements.

The application period closes on Friday, October 16. The goal is to present a list of Commissioners for City Council’s confirmation in November 2020.

Oakland is suffering a serious housing crisis, making housing at all levels of affordability, and particularly affordable housing, scarce and unavailable for many Oakland residents. The 2019 point-in-time count estimated that there are 4,071 homeless people in Oakland, up 47% from two years ago. This represents about half of the total number of unsheltered residents in Alameda County.

San Ramon, Ca – The District Court of The Hague this week ruled in favor of Chevron Corporation in its dispute with the Republic of Ecuador, upholding a 2018 arbitral award rendered by an international tribunal administered by the Permanent Court of Arbitration. This is yet another defeat for disgraced attorney Steven Donziger, who U.S. and international courts have found used fraud, bribery and extortion in an environmental lawsuit against the oil company in Ecuador.

In its unanimous award, issued pursuant to the U.S.-Ecuador Bilateral Investment Treaty, the international arbitral tribunal found that a $9.5 billion Ecuadorian judgment against Chevron was procured through egregious fraud and corruption by the plaintiffs’ legal team, including bribery of the presiding judge and ghostwriting of the judgment. It held the judgment unenforceable under international law. The tribunal also rejected the underlying environmental allegations against Chevron. In its award, the tribunal found that a Chevron subsidiary completed an environmental remediation program supervised and approved by the Republic of Ecuador and that the Republic released the environmental claims on which the fraudulent Ecuadorian judgment was based. Any responsibility for current environmental conditions in Ecuador lies with the state-owned oil company, which continues to operate in the same area today.

The District Court of The Hague upheld the award in full and rejected the Republic of Ecuador’s attempt to set it aside, noting that “the fraudulent character of the Lago Agrio judgement and the proceedings preceding it is common ground between the parties.” The court found that the international tribunal acted within its remit when issuing the award, and that the award was well reasoned and complied with the applicable law and public policy. The court concluded that the international tribunal’s orders properly sought to “remove the consequences of a fraudulent judgment that was rendered by a corrupt judge.” The court held that “because none of the setting aside grounds brought forward by Ecuador succeed, the claims will be denied.”

The court’s ruling follows decisions from courts in Argentina, Brazil, Canada, Gibraltar and the U.S. rejecting the fraudulent Ecuadorian judgment against Chevron. In July, Argentina’s highest court unanimously rejected the plaintiffs’ bid to enforce the corrupt judgment, bringing to an end the last pending recognition proceeding against Chevron. Even Ecuador finally admitted in a public filing earlier this year that the $9.5 billion judgment issued by its courts against Chevron is “fraudulent.” Chevron’s arbitration against the Republic of Ecuador is now in its final stage, where the company is seeking to recover from the Republic of Ecuador costs it has incurred to expose and defend against the fraud.

City of Oakland Awarded $4.5M in CARES Act Funding to Support Low- and Moderate-Income Renters and Homeowners Affected by COVID-19

Oakland –– The City of Oakland was awarded $4,532,841 in Community Development Block Grant CARES Act (CDBG-CV) funding by the United States Department of Housing & Urban Development (HUD). The funds will provide housing service support to prepare for, prevent, and respond to the impacts that the Coronavirus pandemic have had and continue to have on low- to moderate-income renters and homeowners of Oakland.

CDBG is a division of the City’s Housing & Community Development Department that works to support decent housing, suitable living environments, and economic opportunities, principally for community low – and moderate-income individuals. CDBG-CV housing service categories for this award are:

Production and Preservation

“The focus of our department’s efforts is on the preservation, protection, and production of housing solutions”, said Shola Olatoye, Director of Housing & Community Development. “This latest CARES Act funding award will help support these efforts and move us closer to this goal.”

The City recently released this Request for Qualifications (RFQ) to attract partnering agencies who will process applications and award financial assistance to renters and homeowners in compliance with CDBG-CV regulations. The CDBG division will monitor the overall process working closely with each agency to ensure compliance and targeted outcomes.

Oakland, CA – In response to the recent fundraising controversies surrounding incumbent Councilmember Dan Kalb and others, community leader and city council candidate Steph Dominguez Walton released the following statement:

“It has come to light in a court filing by the City Attorney of Oakland (see document at the end of this post text) that Councilmember Kalb accepted allegedly laundered campaign donations on behalf of a city contractor that has been overcharging Oakland and collecting millions of dollars of undeserved profit. I’m calling on Councilmember Kalb to immediately return these contributions and account for why he accepted them under questionable circumstances. A court filing by the City Attorney explains that multiple checks ‘were given in a single bundle directly to Dan Kalb,’ without disclosing legally required information. This reflects a pattern of questionable conduct that is unbecoming of a member of our city council. We need a change in District 1.”

Kalb has also been linked to other controversies raising ethical concerns, including:

● He accepted at least $1800 from Schnitzer Steel, including $800 in the current election. Schnitzer’s facility emits more toxic air contaminants in West Oakland than any other and has a long history of non-compliance with hazardous waste laws. Kalb’s fundraising filings are available here. Schnitzer Steel’s donation is pictured below.

● Kalb and others accepted and used numerous tickets to Warriors and Oakland A’s games, prompting an investigation by the Public Ethics Commission, which found that he failed to properly report 144 tickets.

● He accepted two VIP tickets, each worth $1,000, to see Michelle Obama speak at Oracle Arena and have a photo-op. He also accepted tickets to attend a Taylor Swift concert in 2018.

● The San Francisco Ethics Commission found that Kalb’s failed campaign for the San Francisco Board of Supervisors did not properly account for over $16,000 in expenditures.

● The SF Chronicle reported that Kalb requested a campaign contribution from a local restaurant owner after receiving an email sent to the entire council about damage to his restaurant during a protest. The restaurant industry has been hard hit in the pandemic and this restaurant is not located in Kalb’s district.

Longtime D1 resident and community leader, Steph Dominguez Walton has assembled a fierce challenge to 8-year incumbent Kalb. In this talk, over 30 minutes long, Councilmember Kalb says he welcomes the investigation by the Oakland Public Ethics Commission and says he did nothing wrong. It must be noted that Dan is not listed as the defendant in this case. I also personally object to the Oakland Public Ethics Commission advancing a court filing during an election race. A number of states prohibit such actions; California should too.

North Oakland News: Don’t Like Telegraph Ave Redesign? Sign This KONO Petition

North Oakland Lower Telegraph Kono Bike Lane Problem

On Nextdoor, a petition from KONO Community Benefit District (where “KONO” is short for Koreatown Northgate) was posted because some are not happy with the recent changes on Telegraph Avenue. Here it is, including the text:

KONO Community Benefit District has started a petition to get to a better road design for Telegraph Ave. The recent fixes have not solved the widely known problems down there. The city said they would “fix KONO” before making the same bike lane configuration design in Temescal, but they didn’t, and now we have the same problems.

The “protected” bike lanes on Telegraph Avenue are unsafe, put an unfair burden on local businesses and threaten the future of Oakland First Fridays.

Safety issues were apparent immediately after their installation in 2016, and reported to OakDOT by the KONO Community Benefit District: the row of parked cars means drivers can’t see bike lane traffic when turning, and cars drive and park in the bike lanes. Local tax revenue has dropped, and accidents and our Street Ambassadors report seeing accidents and near-misses on a daily basis.

In spite of this, and a promised community meeting so concerns could be heard, nothing was done until a cyclist was struck and injured by a turning car in June. OakDOT then installed bollards along and in the middle of Telegraph.

But cars still can’t see bike lane traffic, and still drive and park in the lanes. Bollards are already dirty and damaged from being run over, and their presence makes it impossible for Oakland First Fridays to resume.

We call on the City to replace this failed project with safer buffered bike lanes, which will allow for full visibility of cyclists, minimize impact on local merchants, and ensure that First Fridays will return.

Not All Agree With The KONO Petition

One resident wrote this:

I am a local resident who supports the design. It is not yet perfect, but protected bike lanes and fewer car lanes are better for bikes, pedestrians, and a future for everyone. For the first time since I moved here 15 years ago, I actually enjoy walking down Telegraph, and it seems likely that pedestrians are more likely to support local businesses than drivers.

That said, if there’s a way to keep this configuration without bollards, I’m all for it. And it would be sad to see First Fridays go.

The mere style of the post pissed off some North Oakland residents, who wrote a thread that went like this:

Sorry for the ignorance but what is KONO?

Resident One: I was waiting for someone to ask that because I had no clue and it’s been repeated so many times in the thread about Telegraph. Lol…

Resident Two: Ha, understand. I had to ask as well.

Some folks call it uptown, or lower telegraph, I call it downtown.

It’s the creation of the KONO community benefit district, which is similar to a Business Improvement District.

Resident Three: I agree. The use of “KONO” without a single explanation of what it stands for is arrogant. Like if the reader doesn’t know what it means, then they are just like so totally uncool. Others on the thread explain, and Google can tell you everything. It’s a commercial public relations product, much like “Silicon Valley”, without any historic or natural history. In this particular case, it the name also manages to insult the resident population, 90% of which is not Korean.

Note, the last sentence “manages to insult the resident population, 90% of which is not Korean” is in my view completely stupid. Anyone who’s insulted by the fact that Oakland has a Koreatown that non-Koreans live in and near, and was once called Lower Telegraph, should have their brain examined.

Vallejo Police Officers’ Assn. Supports Police Reforms Urges City, Chief To Work With VPOA For Change

Vallejo, Calif. – The Vallejo Police Officers’ Association today urged the City of Vallejo to join together in making important changes and reforms to improve policing, public safety, bring the department into 21 Century policing, and to build trust and credibility for police officers, the City and future generations.

“In light of the fact that VPOA members are typically the only representatives of the City directly interacting with the community on a daily basis, we urge the City to prioritize implementing these changes as soon as possible to advance public safety and to ensure our police force is at the forefront of improving and enhancing community relationships, openness, fairness, and public and police safety,” the VPOA letter says.

Specifically, the VPOA called upon the City to work together to adopt the vast majority of recommended reforms and changes from two independent studies commissioned by the City of Vallejo.

The first independent study by Police Strategies LLC in June on use of force concluded that Vallejo police officers are racially unbiased and equitable in their application of force. The second independent report by OIR Group in May offered 45 recommended changes and reforms to VPD.

“As the use of force is a critical component in the national discussion on policing, this is something we should all celebrate and take great pride in as we discuss local reforms,” the VPOA letter to the city states. The VPOA said it believes the report’s data is import in guiding positive changes.

The second independent report by the OIR Group offered 45 recommendations to improve policing in Vallejo. The letter to the city states that VPD has implemented a handful of the recommendations, but overall, it notes that “progress has been slow, sowing doubt as to the City’s commitment to improving and modernizing the Vallejo Police Department. As the VPOA has stated on numerous occasions, the members support the vast majority of the OIR Group’s recommendations.”

The letter to the City and Chief says that despite the shared objectives of the Chief and VPOA officers, the Office of the Chief of Police has rejected the VPOA’s repeated requests to collaborate on implementing these reforms in a timely manner.

“While we in the midst of a national discussion on the relationship between law enforcement and the communities they serve, it is critical that we inform before we reform, as any meaningful discussion must be rooted in fact to avoid politicizing public safety,” the VPOA board of directors wrote in a letter to City leaders and the Vallejo Chief of Police.

The VPOA letter urges the Chief and City leadership to meet and confer on the handful of recommendations that require more evaluation and consideration.

“As Chief Williams has publicly professed his belief in the tenets of 21st Century Policing, it is appropriate to remind the City of two principles of this important philosophy,” the latter states:

“First, 21st Century Policing recognizes that in order to achieve internal legitimacy, law enforcement agencies should involve employees in the process of developing policies and procedures. As the elected representatives of the sworn personnel of the Vallejo Police Department, this letter of support and collaboration from the VPOA should be recognized as an incredible opportunity to move the Department forward in a positive direction.

“Second, 21st Century Policing acknowledges that law enforcement agencies should proactively promote public trust by initiating positive non-enforcement activities to engage communities. To achieve this goal, we must significantly enhance our staffing. The City of Vallejo needs to immediately hire more highly qualified police officers and focus upon increased diversity of race, gender, and ethnicity in its recruiting effort.

“We need these officers now. As the Chief noted in his Exceptional Policing Model, the City of Vallejo needs 180 police officers. Right now, we have roughly 60 percent of the staffing necessary to protect Vallejo. This must change to ensure the safety of the public and our police officers. In summary, the VPOA wants to see positive change for the community, for the City, for ourselves, and for future generations. We urge the City to work with us to make these substantive changes as quickly as possible to the benefit of all stakeholders.”

The VPOA letter urges immediate action and cooperation from the city because the VPOA is “deeply concerned by the current rise in crime, including rape, robbery, and assault, as well as the escalating murder rate which is on pace to make 2020 the deadliest year on record.”

“As guardians of the City and its residents, our members are not currently afforded the staffing, tools, and equipment that are necessary to stem the tide of violence that is overtaking our beloved community. As we struggle to protect our residents’ homes and businesses, it is time to acknowledge that an understaffed and ill-equipped police force is destined to fail in its mission to keep the community safe,” the letter says.
