Berkeley City Council Proposing Fines For Not Wearings Masks Of Up To $500

On the September 15 Berkeley City Council agenda, comes what’s sure to be an eye-opening proposal to issue citations for anyone who refuses to comply with the city’s face-covering requirements to stop the spread of the Coronavirus. Fines will be up to $100 for a first-time offense, increasing to up to $500 for repeat violations. Berkeley City Council Members say that while their community has generally done an excellent job using masks, complacency, and a lack of vigilance risk bringing back a new wave of cases, which some believe are threatening the progress Berkeley has made to date, and stressing the importance to abide by safe social distancing with face coverings.

The summary and background of the proposed legislation read like this:

The Berkeley City Council appoints a local public health officer to enforce provisions of the California Health and Safety Code related to public health within the City, and in particular, provisions related to the control of infectious disease. The City’s Health Officer has authority to issue orders to enforce isolation or quarantine measures, or to close or restrict public assemblies or gatherings, require evacuation, examination, inspection, vaccination, decontamination, disinfection, property destruction or commandeering, and to compel assistance in the provision of public health services.

Under state law, violation of a Health Officer order is a misdemeanor. However, state law provides no civil mechanism for the enforcement of local health officer orders.

The proposed ordinance seeks to create an alternative means to enforce orders of the Berkeley Health Officer through an administrative citation process. Any person violating a Health Officer order could be subject to a civil penalty of up to $100 per day for the first violation under the City’s existing administrative citation policy, with penalties increasing for repeat violations.

Even with passage of the Ordinance, City staff would continue to focus primarily on achieving voluntary compliance with Health Officer orders. However, the availability of a civil enforcement mechanism would provide City Code Enforcement, Environmental Health, and other personnel a more practical enforcement mechanism in the event that education and outreach fail to achieve acceptable public health outcomes.

In order to mitigate the potential for an unfair impact on people suffering financial hardship, the proposed ordinance would include a provision that allows the City Manager to waive administrative penalties upon demonstration of financial hardship.

BACKGROUND

Since March 17, 2020, City of Berkeley Public Health Officer Dr. Lisa Hernandez has issued a series of orders seeking to limit the spread of COVID-19 within the City, including orders limiting public gatherings and activities (“Shelter in Place”), requiring the wearing of face coverings, and regulating certain licensed care facilities.4 The Health Officer has broad authority to issue orders to prevent the spread of communicable disease under the California Health and Safety Code.

In most cases, Berkeley residents have voluntarily complied with the requirements of the Health Officer orders. Voluntarily compliance is reinforced through education and outreach conducted by the Public Health Division, Emergency Operations Center staff, or other City employees.

The proposed ordinance addresses the relatively infrequent instances in which education and encouragement are insufficient to achieve compliance with the Health Officer’s orders. In those cases, the City’s enforcement options are presently limited to criminal prosecution under the Health and Safety Code or, in cases of violations by a business, an order shutting down the business to correct violations.

The proposed ordinance would provide the Health Officer or their designee an additional and more effective mechanism for addressing non-compliance with Health Officer orders. The proposed ordinance would authorize the Health Officer or their designee to issue administrative citations to persons or entities who violate a Health Officer order, thereby providing a civil remedy for correcting noncompliance by individuals and businesses.

Administrative citations would be issued under the existing provisions of Chapter 1.28 of the Berkeley Municipal Code and the policies in the City’s Administrative Citation Handbook. Individuals and businesses could be cited up to $100 per day for a first-time violation, with penalties escalating to $500 per day for repeat violations.

Persons receiving citations would have the right to appeal the citation to an administrative hearing officer.7
To mitigate the potential for an unfair and disparate impact on people with low incomes, the proposed ordinance includes a provision that allows the City Manager to waive the assessment of an administrative penalty upon a demonstration of hardship. The applicant for a hardship waiver would be required to demonstrate that the condition leading to the violation of the Health Officer order has been corrected.

Staff recommends that the City Council adopt the proposed ordinance to provide the Health Officer and their designees with an effective mechanism for the civil enforcement of Health Officer orders when voluntary compliance cannot be obtained. The Ordinance would provide an efficient enforcement mechanism that avoids unnecessary criminalization of community members’ conduct and would reinforce existing education and outreach efforts surrounding COVID-19 that emphasize the importance of social distancing, the wearing of face coverings, and hygiene measures.

The Boogaloo Boys are a group described as in Refinery 29 as “mostly white, heavily armed men who claim they have a “libertarian” bent, and have shown up to protests against police violence in recent weeks armed to the teeth and looking to start a race war.” One man, Air Force Sgt. Steven Carrillo, was charged in the shooting of Dave Patrick Underwood, a federal officer in Oakland during a George Floyd protest.

They are also known for wearing Hawaiian shirts.

This vlog is based on a Facebook post made 9 hours ago. It reads (by one resident) “If you are not familiar with the Boogaloo Bois, you should be. They are one of the scarier far right militia/racist types. Wearing Hawaiian type shirts is their thing. Here, we see one of them in the Oakland police department.”

The person who took and posted the video wrote “I’m watching a team of at least 15 OPD serve a warrant on a black family with small child in West Oakland right now, with assault rifles out. One of the cops is wearing a Hawaiian shirt under his plate carrier. I called out “hey Boogaloo boy! Since when does OPD dress like Nazis?” They know what it is. (It’s all over now, cops have left)”

I am in the process of reaching out to the Oakland Police, and to Oakland elected officials, for answers to this.

NFL 2020: Raiders D vs Carolina Panthers, Teddy Bridgewater Ran, Joe Brady Formed, Offense

The former Oakland Raiders now Las Vegas Raiders will travel to Charlotte North Carolina for what I think is its greatest test this 2020 NFL Season: the Las Vegas Raiders Defense facing the brand-new Carolina Panthers Offense ran by Teddy Bridgewater and designed by former LSU Offensive Coordinator Joe Brady.

Raiders Defensive Coordinator Paul Guenther has to get his squad ready for an onslaught formed to play fast and use space. Guenther’s game planning from a place of great disadvantage.

The first disadvantage is that there’s no pattern for Guenther and the Raiders analytical brass to reliably employ.

From what training camp videos I have seen, Joe Brady’s Offense is designed to quickly get the ball out of Bridgewater’s hands and into those of Panthers Running Back Christian McCaffrey, or any one of the pass catchers in three or four receivers formations.

And, Brady’s brief offensive coordinator history, with his only meaningful stint the 2019 LSU Tigers Offense with Joe Burrow, shows he will employ a steady diet of Run-Pass-Option (RPO) plays, slot receiver option-route passes, and packages where receivers exchange positions, but run the same basic play.

Combined with a no-huddle attack, the overall result will be painfully effective considering Guenther’s tendency to play loose coverage defense when faced with such an approach. The one time that was not the case was against the Arizona Cardinals, last preseason, with the rookie QB Kyler Murray. The vast difference was that Kliff Kingsbury’s Airraid attack is not based on short, timed passes; Joe Brady’s Offense, not designed using the wild-west passing approach of Mike Leach and Hal Mumme, is.

So, this approach fusing short, timed passes out of spread formations, combined with RPO plays, with multiple sets and constantly going without a huddle, is an attack the Raiders have not faced before. Because of that, it will take the Silver and Black Defense the first half to adjust to what the Panthers will do.

And on top of all of that, the other problem is what new wrinkle the Carolina Panthers Offense will show that’s not on any video? For example, Joe Brady’s LSU Offense was not known for having a large set of gadget plays. But what about the NFL version? The real question is how should Guenther’s game plan look?

If I were Paul Guenther, I’d install inside-out, man-for-man, press coverages. That’s the one best way to cut off the RPO glance plays and slants and in-routes, and blitz the corner linebackers often, with the idea of disrupting the Panthers rhythm passing game.

In other words, pressure.

Absent that, constant defensive pressure, the Las Vegas Raiders will have a long day against the Carolina Panthers Offense.

2020-08-06: 27.8 mile, 322 ft gain, starting on 55th Ave in Oakland to Foothill and Fruitvale to cross the bridge to Alameda and then Bay Farm Island, back to Oakland between the OAK airports, and along the shoreline into San Leandro down to catch the west end of Leweling Blvd and taking in across into Ashland until it ends at E 14th St (Mission Blvd if I would have turned the other direction) back to San Leandro and the Oakland where it magically becomes International Blvd on back to 55th Ave on home.

Chadwick Boseman has died at the age of 43 and in the statement released by his team, it was confirmed that his “wife and family [were] by his side” when he passed away.
While we knew that the Black Panther actor had been dating Taylor Simone Ledward for years, it was never reported that they got married.
Some reports claimed that the couple got engaged last year, but the rumors were never confirmed.
Chadwick and Taylor, a singer, made their red carpet debut as a couple at the SAG Awards in January 2019 and she joined him throughout awards season while he promoted Black Panther.
The couple’s final public appearance was in February 2020, when they sat in courtside seats at the NBA All-Star Game. You can see those photos in our gallery right here.

After some controversy regarding a majority-white pool of candidates, Oakland Mayor Libby Schaaf and Oakland City Councilmember Dan Kalb (District One) introduced the City of Oakland’s first independent redistricting commission. This is what Schaaf and Kalb said in their statements, released today, and sent to Zennie62Media:

I’m grateful to my co-authors Councilmember Dan Kalb, the League of Women Voters and Oakland Rising who worked with me way back in 2014 to write Measure DD, which passed with 61.45 percent of the vote and established this independent process that finally debuts this year. On August 27, 2020, the first six Redistricting Commissioners selected nine Oakland residents to join the Commission. Those selected include: Tracy McKnight (District 1); Shirley Gee (District 2); Amber Blackwell (District 3); Paul Marshall (District 4); Masoud “Matt” Hamidi (District 5); Martha Hernandez (District 6); Daniel Chesmore (District 6); Gloria Crowell (District 7); and Tejal Shah (District 7).

The first six Commissioners were announced on July 22, 2020, after their names were randomly drawn by Acting City Clerk Asha Reed from a 30-person applicant pool. They were tasked with selecting seven additional voting members and two alternate members from the remaining applicant list. The first six Commissioners include: Jan Stevens (District 1); Benjie Achtenberg (District 2); Lilibeth Gangas (District 3); Diana Miller (District 4); Stephanie Goode (District 5); and Mary Velasco (District 6).

All members were vetted through a three-person Screening Panel prior to their selection to the Redistricting Commission. The Redistricting Commission is comprised of 13-voting members and two alternate members, with Commissioners Chesmore and Hamidi serving as the alternate members. The alternate members will actively and fully participate in the Commission’s work. The Commissioners are tasked with setting new district boundaries for City Council and School Board of Directors districts upon conclusion of the 2020 U.S. Census.

“We prioritized geographic location, racial, ethnic and economic diversity as we reviewed the applicant pool and thoughtfully made our selections,” Commissioner Gangas said. “We strived to represent the dynamic demographic characteristics of Oakland based on the applicant pool.”

“Our job is to ensure a fair and equitable process in determining the new district boundaries for Oakland,” Commissioner Velasco said. “We have Commissioners of different backgrounds and experiences from across Oakland, and who all indicated a willingness to set aside our own self interests in accomplishing our work.”

“We encourage residents, groups, and organizations to get involved in our work,” Commissioner Stevens said. “As a new Commission, we want the community to know of the work we are doing and will strive to make the redistricting process as open and transparent as possible.”

The Redistricting Commission will begin its work in the fall of 2020 and will approve the new district boundaries by December 31, 2021. The Commissioners are eligible to serve one term, which concludes when the final district maps are approved.

Updated Alameda County Health Orders Take Effect September 4th

Hair Salons, Barbershops May Open Indoors; Operations of Other Lower-Risk Personal Services Remains Only Outdoors

Oakland – On Wednesday, September 2, the Alameda County Public Health Official issued updated Health Orders. Effective Friday, September 4, the Orders allow:

Hair salons and barbershops to operate indoors
Outdoor dance classes as part of outdoor non-contact fitness classes
Mini-golf, batting cages, driving ranges, and kart racing, as allowed by the State’s Family Entertainment Center Guidance
Retail stores may operate indoors at a 25% capacity limit
Grocery stores may operate indoors with a 50% capacity limit

Nail, Non-Medical Massages, Skin Care and Waxing Services may only operate outdoors. Shared play structures continue to be closed, including bounce houses, ball pits and playgrounds.

Other activities that may be allowed in the Purple Tier by the State are still not permitted in Alameda County at this time. For a roster of allowed business activities, please view Alameda County Openings at a Glance

To help Alameda County move to a less restrictive tier, please wear a mask in public, wash your hands regularly, keep at least six feet of physical distance when in public, and limit mixing with people outside your household.

The Alameda County Public Health Department encourages residents and businesses to adjust activities and plans as needed in response to changes in air quality during wildfire season. When air quality is poor, residents should stay inside when possible with doors and windows shut. For air quality updates and forecasts, visit the Bay Area Air Quality Management District or AirNow.gov.

To assist businesses allowed to only reopen with outdoor services – such as nail, non-medical massage, skin care and waxing services – under the County Health Orders, the City of Oakland has waived all fees and streamlined permitting for business’ use of public rights-of-way under the Flex Streets program.

Flex Streets allows businesses to expand allowed business activities outdoors in five ways:

Use the Sidewalks or Parking Lanes
Use Traffic Lanes
Use Private Parking Lots or Other Private Outdoor Areas
Vend from Food Trucks, Trailers or Pushcarts
Use City-owned Outdoor Property

The important step is to apply for the permit before you start using the outdoor space, even for privately owned or leased outdoor spaces – including parking lots. Vallejo Police Association Says New Cases Bring Total 2020 Murder Cases to 21, On Pace to be Worst Murder Year in History

Vallejo, CA – Vallejo Police officers are investigating two new murder cases that occurred overnight, according the Vallejo Police Officers Association. The total number of murders in Vallejo now stands at 21, putting the city on a pace to break the worst year on record for murders. In 1994, 30 murders occurred, the highest in city history.

Preliminary reports indicate that around 8:15 p.m. last night, September 2, officers heard gunshots and headed to 201 Maine Street. They searched the area and found bullet casings near Maine and Sacramento Streets. Nearby they found a male suffering from gunshot wounds and was pronounced dead at the scene.

Just after midnight today, September 3, police received a call of gunshots fired in the 100 block of Adele. On arrival officers saw what appeared to be a vehicle collision. Further examination found the cars with a barrage of bullet holes. It appears multiple people may have been shot. One person was transported to the hospital by relatives where he died. Just this week, members of the Vallejo Police Officers? Association (VPOA) demanded the City and Police Chief fully staff and fund VPD to provide levels comparable to other major cities in the Bay Area.

The City is applying a Band-Aid to a serious murder and crime spree when it should be taking long-term actions to correct a life-threatening situation for Vallejo citizens, VPOA said.

The VPOA welcomed the temporary assignment of California Highway Patrol officers to assist the under-staffed and under-funded Vallejo Police Department battle this crime and murder spree. The VPOA praised this last week?s announcement by the Mayor of help from the CHP, but said the City needs to live up to its public safety commitments. The Police Department struggles every day to get a minimum number of officers on the street during each of its three shifts.

The City should have a minimum of eight officers on the street during non-peak hours and 13 during peak workload times. But due to severe staffing limitations, there are generally no more than six officers on the street at any given time in a city of over 120,000. Vallejo oficers respond to approximately 225 911 calls every day. Oakland and Richmond have roughly double the number of police officers per 1,000 residents than Vallejo.

Statistics show Vallejo has just 0.87 officers per 1,000 residents while Oakland has 1.70 officers and Richmond has 1.63 officers per 1,000 residents. The average number of officers per 1,000 population in California is 2.34.

Right now Vallejo police officers are forced to work overtime shifts of up to 16 hours at a time because of chronic understaffing. Fatigue from such long hours results in dangerous working conditions and adversely impacts citizen safety.

Further, the recent Federal grant to hire another eight officers only makes the staffing deficit greater.

The City has funded 122 officers for 10 years and but has yet to see that number actually employed.

Most importantly, the grant does nothing to attract qualified applicants, especially those officers from other agencies that have training and experience that allow them to immediately police the streets of Vallejo instead of going through over a year of training. An independent report from the OIR Group commissioned by the City and released in June says that the Vallejo Police Department?s ?numbers remain well below the peak staffing levels that preceded 2008. There are other residual difficulties as well: salaries are below the market average, the workload is highly demanding, forced overtime is routine. All these factors make it difficult to attract and retain excellent officers.?

The VPOA needs the City and the Police Chief to stand up and take action now to address public safety. The VPOA represents the 105 sworn members of the Department.

First-Ever Mental Health Tips Guide for Students by Students

Self-Care and Remote Learning are top concerns for young people in “The New State of Mind” featuring nearly 75,000 crowdsourced responses

Oakland – Blue Shield of California’s BlueSky Initiative, in partnership with DoSomething.org – the largest organization for young people and social change – launched a first-of-its-kind digital mental-health guide for youth, created for students by students. The guide provides young people with peer-to-peer tips on self-care, managing stress from digital learning, and supporting the mental health of fellow classmates.

With COVID-19 disrupting schooling for more than 55 million students across the United States, DoSomething.org, and the BlueSky Initiative called on their members to submit advice to help students during these difficult times. This campaign, entitled “The New State of Mind,” ran from April through June of this year and generated just under 75,000 tips.

“When we initially launched this campaign with DoSomething, we had no idea how turbulent this school year would be for millions of students, as well as their teachers and parents,” says Bryce Williams, vice president of Mind Body Medicine at Blue Shield of California. “What ‘The New State of Mind’ proves is that young people were not just anxious about the new reality of distance learning and everyday stressors, they were also committed to finding an outlet to talk about their troubles and offer solutions that would not just help them, but help others too.”

The BlueSky Initiative is a multi-year commitment by Blue Shield of California to help put more services into schools to support teens and address youth mental health issues. The release of the guide comes as year two of the program gets underway – following a successful inaugural campaign that saw more than 450 students receive counseling and over 800 teachers trained in mental health awareness.

In addition to publishing the digital mental-health guide for youth, DoSomething and BlueSky created a data-driven report for parents and teachers that highlights students’ mental health concerns and trends since shelter-in-place orders became widespread in March. Through the thousands of submissions, three themes remained consistent across New State of Mind: self-care, remote learning and helping loved ones. Sample tips from across these three core topics include:

Find a creative outlet (from stress baking and planting, to coloring and podcasting)
Get moving and get outside (a walk around the block, a run, or jumping rope)
Expressing emotions (whether it is space to cry, or listening to music to calm down)
Reach out when you need help (face-timing with friends or joining online support groups to meet new ones)
Put aside time for you, but also make time for others (creating a schedule that builds in work and play, to journaling, and being more mindful of others’ unique needs)

As one17-year-old DoSomething member named Alexander notes in the guide, “My plan is to keep in touch with my friends and really pay attention so if I notice if they act differently or become depressed, I can be sure they get help before something tragic happens. The signs are usually there if someone is looking and it’s more important than ever now.”

“This guide comes at a time where young people really needed it most. They are stressed, they are scared, and they are sad,” says Sahara Lake, senior manager of community impact with DoSomething.org. “But what we also found is that there is also a lot of hope among young people. They share great advice on how to grapple with stress, and how to continue to move forward, and that’s a good thing.”

“For anyone dealing with stress or any type of mental health issue, I would like them to know that you are not alone. We can work together as a community to overcome these hardships,” says Colleen, an 18-year-old DoSomething member. “This campaign helped me to reflect on positive energy and thoughts instead of all the negatives, and I’m sure it will do the same for those who pick it up and read it today.”

Oakland — After the first three weeks of the school year, in which our nutrition services team was required to verify all students receiving food attend our District-run schools, the federal government has made a big change. This week, the U.S. Department of Agriculture reversed course and announced that schools can now return to their grab and go policies from the summer.

Starting tomorrow, Thursday, September 3, all children in Oakland 18 years old and younger, can get food. They can be students in charter or private schools, or homeschooled. Students in our Young Adult Program can also receive food. It will include three meals for each weekday, and two meals for each weekend day. On Thursday, families will be able to pick up ten meals per child, plus other necessities courtesy of our partners across the city and county.

The fall semester policies that began on August 1 had caused a significant decline in participation in the District’s grab and go program, presumably because many families have children in both District-run schools, who could receive food, and charters or other schools, who could not. Another likely explanation is that the previous requirement that families had to show their students attend a District-run school might have scared some people off because they were worried their private information would fall into the hands of the federal government. The District assured families this would not happen, as OUSD does not give private student and family information to the federal government, yet it still likely contributed to the drop-off.

Our nutrition services staff will be taking attendance at the grab and go events, but families no longer have to prove their students attend District-run schools. “This is an exciting and welcome change,” said OUSD Nutrition Services Executive Director, Irene Reynolds. “Our role is to feed the young people of Oakland. It shouldn’t be to weed out families in need just because their children don’t attend our schools. Hunger is a critical issue in our city, especially now during the pandemic, and we must ensure all children receive the nutritious food they need to get them through this challenging time. We look forward to welcoming all families to our grab and go events on Monday and Thursday mornings, starting tomorrow.”

There are 22 sites across the District where families can pick up food from 8:00 a.m. to 1:00 p.m., and you can find a map and more information on our website, ousd.org/nutrition.

One additional note: as Monday is the Labor Day national holiday, there will be no grab and go event.

Negative Population Growth

The largest single threat to the ecology and biodiversity of the planet in the decades to come will be global climate disruption due to the buildup of human-generated greenhouse gases in the atmosphere. People around the world are beginning to address the problem by reducing their carbon footprint through less consumption and better technology. But unsustainable human population growth can overwhelm those efforts, leading us to conclude that we not only need smaller footprints, but fewer feet.

Oakland, Utah, Wyoming, and other parts of America involved in the debate over coal need a wake up call. In the ongoing policy debate about the Insight Terminal Solutions’ Oakland Bulk and Oversized Terminal, the words of America’s Power President Michelle Bloodworth are a sober reminder of the need to maintain the reliable and affordable source of energy provided by coal.

In The Washington Times (sad that Michelle has to go to a conservative publication to address a problem that should not be a political issue), she wrote:

Policymakers know that our nation’s fleet of coal-fired power plants play an indispensable role in powering our lives, helping ensure that the electricity grid is both reliable and resilient. The coal fleet contributes to the nation’s fuel security and diversity, and serves as an insurance policy against electricity shortages and price spikes.

These are the functions of critical infrastructure during the best of times. In the face of the current, unprecedented crisis, the role of the coal sector assumes even greater importance.

The Department of Homeland Security (DHS), which has jurisdiction over the criteria that most of these policymakers rely upon to determine which segments of our economy represent essential enterprises, listed coal power as “uniquely critical” in guidance issued in March. Essential critical infrastructure like coal, DHS said, is “imperative during the response to the COVID-19 emergency for both public health and safety and community well-being.”

And while the nation’s power grid is diverse, no fuel source is more resilient than coal in the face of unexpected or extreme events. During the Bomb Cyclone of 2018, for example, more than 60 percent of incremental electricity demand was met by coal, while natural gas, wind and solar power faced outages.

Today, our fleet of coal power plants are playing an essential role in our nation’s response to the pandemic.

The Real Climate Change Problem Is Not Energy But World Population Growth

What is bothersome right now is that mob rule has come to have some say over America and the World’s energy future. What the mob should pay attention to is the very growth of, well, the mob. And by that, I mean world population control.

The simple fact is that climate change is due to a large and increasing Earth population density. Few want to pay attention to the real truth: we have to control future population growth. That has not been done, or pushed – reducing coal production and dreaming of a shift from traditional energy will not solve the problem; population growth control will. Calling for the “end of coal” is a silly pipe dream advanced by those who fear to see the real truth.

Stephanie Feldstein, population and sustainability director for the Center for Biological Diversity, one of the environmental groups that addresses the link between population and climate change in its work, said: “If we don’t address population growth, our efforts to reduce that pressure on the climate and habitat and water resources will always be an uphill battle.”

And the report called “Why PoPulation Matters to Climate Change” by Population Action International, had this to add to the discussion:

Areas of high population growth and high vulnerability to climate change impacts overlap. Evidence suggests that the poorest countries and poorest groups within a population are most vulnerable to climate-related hazards such as floods, droughts, and landslides.2 Many developing countries are currently experiencing rapid population growth, increasing the number of people who will be exposed to projected impacts of climate change. Other demographic trends, such as urbanization in coastal areas and encroachment of populations into ecologically marginal areas, such as hillsides or degraded land, can exacerbate climate risks.

The current over-politicized energy policy environment dooms the World to an uncertain energy future amid constant climate change, completely undisrupted by decline in the use of transitional energy sources.

It’s possible to have what we are already creating: a cleaner traditional energy industry. But killing traditional energy will not solve the climate change problem – population control will. Any claim to the contrary is baseless. The simple fact that a room gets warmer with more people in it is all of the model evidence one needs to show the larger global problem. We have to stop dooming traditional energy jobs and start saving them via improving the plant and equipment used.

In closing, if you have never seen the 1973 movie Soylent Green starring Charlton Heston, that film provides a more realistic model of a future we don’t want than any other popular culture has provided:

Soylent Green is a 1973 American science fiction film directed by Richard Fleischer and starring Charlton Heston and, in his final film, Edward G. Robinson. The film overlays the police procedural and science fiction genres as it depicts the investigation into the murder of a wealthy businessman in a dystopian future suffering from pollution, overpopulation, depleted resources, poverty, dying oceans, and a hot climate due to the greenhouse effect. Much of the population survives on processed food rations, including “soylent green”.
