This from Chef Smelly, the master chef of Oakland creole cuisine in Uptown Oakland, who posted this on his Instagram page.
It features a horrible scene where a driver and passenger in a black Volkswagen sedan drove up to the rear of a stuck-in-freeway on ramp train Toyota Prius and smashed the rear window of the car, steals a backpack and then jumps in the VW back seat and they drive off.
According to Chef Smelly that person is called a “Bipper”. Someone soulless who just goes around hurting people. I call them robbers plain and simple and they reflect the Robin Hood mentality that has taken hold in San Francisco and Oakland.
