On Monday, May 3rd, and before the Oakland City Council serving as the Oakland Redevelopment Agency Successor Committee, the matter of police reform will be taken up in the presentation for recommendation of including the results of a plan to shift expenditures from current police-oriented focus, to one directed toward alternative programs.

The plan, led by Oakland City Council President Nikki Fortunato Bas and District 6 Councilmember Loren Taylor, is the result of months of work by many committees, and the 259-page document details the proposed process of change.

There’s just one major problem: who’s in charge of monitoring the changeover? That’s as clear as mud – there’s a lot of movement of money, but no discussion of timetables or performance monitoring. These are major changes to be made and all being done without an obvious oversight component. The line-items lack a specific mention of a point-person or organization, and do not call for a timely, normal, reporting requirement. It’s so extensive as to cause one to freeze in terms of how to start, when to know something works, and what to do if problems arise.
