Oakland Crime Is Up Because Of The Pandemic – We Need To Use AB 464 To Help Stop It
By now, you may have been informed of the horrible string of robberies Woody’s Cafe has suffered over at 1841 Park Blvd, just off Lake Merritt. In a letter to the public, Steve Ma, one of the family of brothers who owns Woody’s Cafe, wrote:
In the past two / three years, because of the pandemic and the uncertainty of the economy, most of us small business owners once again are facing other challenges and uphill battles. Except this time, sadly, many of us may have been on “I V” too long, and we may not be able to come out of it, and we may not be able to taste the sweetness again in our businesses. We are definitely one of those business owners, especially being hit again during this difficult time.
AB 464 Mullen is an item of California law that was signed by Governor Newsom, and called “Enhanced Infrastructure Financing Districts: allowable facilities and projects”. What it does is allow the same Enhanced Infrastructure Financing District (EIFD) provision to be used to form districts that collect tax increment revenue for “tax increment financing” to be used specifically for cities in California like Oakland to make programs that help small businesses hurt by the Pandemic, recover. Barbara Bobby Lopez worked to get Govenor Newsom to sign the bill, and talked with me about it last year. Here’s the video interview:
Since then, the City of Oakland has done nothing to implement this much needed law and help businesses like Woody’s Cafe. Since Woody’s in in Oakland City Council District Two, and that’s the jurisdiction of Councilmember Nikky Bas, call and ask her what she’s doing to make a program under AB464 Mullen happen. And then as Oakland Mayor Libby Schaaf why she’s not putting her effort toward a program that can help the thousands of suffering Oakland small business owners?
Call Councilmember Bas at 510-238-7002 or email her at [email protected]. Call Mayor Schaaf at (510) 238-3141 or officeofthemayor@oaklandca.gov
Stay tuned.

Note from Zennie62Media’s Zennie62 YouTube and Oakland News Now Today Blog SF Bay Area: this video-blog post demonstrates the full and live operation of the latest updated version of an experimental Zennie62Media , Inc. mobile media video-blogging system network that was launched June 2018. This is a major part of Zennie62Media , Inc.’s new and innovative approach to the production of news media. What we call “The Third Wave of Media”. The uploaded video is from a vlogger with the Zennie62 on YouTube Partner Channel, then uploaded to and formatted automatically at the Oakland News Now site and Zennie62-created and owned social media pages. The overall objective is smartphone-enabled, real-time, on the scene reporting of news, interviews, observations, and happenings anywhere in the World and within seconds and not hours. Now, news is reported with a smartphone: no heavy and expensive cameras or even a laptop are necessary. The secondary objective is faster, and very inexpensive media content news production and distribution. We have found there is a disconnect between post length and time to product and revenue generated. With this, the problem is far less, though by no means solved. Zennie62Media is constantly working to improve the system network coding and seeks interested content and media technology partners.
