Libby Schaaf, long time friend, and here Oakland District 4 City Councilmember in 2013, talked about the new Oakland Global Intermodal Rail to Ship project during its groundbreaking at what was the Oakland Army Base. The project would eventually involve Insight Terminal Solutions, and a flurry of legal battles won by Phil Tagami, California Capital Investment Group Managing Partner, against the City of Oakland. Oakland tried to slap a coal ban on the same project it knew was going to handle coal. It did not become an issue for the City of Oakland until Tom Steyer used his hedge fund earnings to buy political influence up and down the west coast.
