Oakland Police Chief LeRonne Armstrong Said DC Angelica Mendoza Is Federal Monitor Robert Warshaw Contact
In my March 24th, 2021 interview with then newly promoted Oakland Police Chief LeRonne Armstrong, the new boss of OPD and 22-year veteran laid out his plans for the organization. Among them, he specifically named Deputy Chief Angelica Mendoza as his pick to lead the new Risk Management Division. He also said that Deputy Chief Mendoza would be the officer communicating on compliance issues with Federal Monitor Robert Warshaw.
Fast forward to January 19th 2023, when new Oakland Mayor Sheng Thao announced she was putting Chief LeRonne Armstrong on paid leave amid a report by a law firm representing the same Federal Monitor Robert Warshaw, and pointing to how an obscure officer conduct case was handled. In that case, Sergeant Michael Chung was accused of a hit and run while his OPD girlfriend was in the car, then 8 months later later, accidentally shooting his gun in an elevator at Oakland Police Headquarters. That is not the case that normally hits the news or attention, but would make a good Saturday Night Live skit. So, why did it wind up as the focus of the Federal Monitor Robert Warshaw’s report?
And why did Oakland Mayor Sheng Thao first claim that other Oakland Police officers in the chain of command would be reviewed as she placed the Chief on leave, only to fire Chief Armstrong not because of a report, but because he rightly called Officer Chung’s actions a mistake?
My sources told me early on that Angelica Mendoza set up Chief Armstrong. Where was the review of the person who is the contact with the Federal Monitor, Deputy Chief Mendoza?
Also, Mayor Thao immediately announced that Oakland Police were going to put police on the street, as if that was something not done. Hold Mayor Sheng Thao accountable for her actions. And if she can’t explain them, recall her from the job of Mayor of Oakland.
