President Biden Praises Oakland As One Of 441 Federally-Supported Community Vaccination Centers

In a press release sent to Zennie62Media, the President Biden and Vice President Kamala Harris praised the Oakland Coliseum in its role as one of 441 federally-supported community vaccination centers. Here’s the news.

Since January 20, the Biden-Harris Administration has supported the establishment or expansion of 441 community vaccination centers across 37 states, territories, and the District of Columbia.

The Biden-Harris Administration has launched a comprehensive, whole-of-government effort to get more people vaccinated—by increasing vaccine supply, increasing vaccinators, and increasing the number of places to get vaccinated. As part of this strategy, the Administration is supporting and launching federally-supported community vaccination centers nationwide in places people know and trust: community centers, schools, and stadiums. These community vaccination centers help achieve the President’s goal of administering 100 million shots in 100 days and getting vaccines to Americans more rapidly and more equitably.
On his first day in office, the President set a goal of launching or supporting 100 community vaccination centers in his first month. Today, President Biden announced that since January 20, the federal government has provided critical support in the form of personnel, funding, and/or equipment to help establish or expand 441 community vaccination centers nationwide. As of this week:

171 sites are being supported by federal personnel: The Biden-Harris Administration has deployed 2,225 personnel nationwide to support vaccination operations, including expert logisticians, vaccinators and non-medical operational staff serving as greeters, clerks and other critical support roles. Personnel are assigned from agencies across the federal government, including the Federal Emergency Management Agency (FEMA); Centers for Disease Control and Prevention (CDC); U.S. Department of the Interior (DoI); U.S. Department of Defense (DoD); U.S. Coast Guard (USCG); U.S. Forest Service (USFS); Veterans Affairs (VA); U.S. Department of Health and Human Services (HHS); and U.S. Army Corps of Engineers (USACE).
312 sites are being supported by federally-funded National Guard members under Title 32 orders: This means more people to deliver vaccinations, handle logistics, and coordinate the pandemic response. In total, the Administration is supporting 1,200 National Guard vaccinators across 43 states and territories.
177 sites have received federal funding: At the President’s direction, FEMA is reimbursing 100% of costs for vaccination operations. This funding covers critical supplies, staffing, training, and transportation needs that support increased vaccination distribution and administration. The funding flows to states, localities, Tribes, territories, and eligible non-profits.
62 sites have received federal equipment: From folding chairs to sharps containers to dry ice, the federal government has provided a range of equipment to meet state, local, Tribal, and territorial needs and help establish or expand sites.

Federal Pilot Community Vaccination Centers

Additionally, the Biden-Harris Administration has announced 18 federally-established community vaccination centers, with the ability to administer a total of 61,000 shots per day at full capacity. For these sites, the federal government is directly working with state and local partners from start to finish, to help select the location for, staff, and operate these sites.

The Biden-Harris Administration is placing equity at the core of the federal government’s strategy to defeat the pandemic. FEMA has partnered with CDC and state and local partners to locate vaccination centers in places that aim to reach hard-hit, high-risk communities, deploying CDC’s Social Vulnerability Index and similar state and local measures. Ensuring access is a priority in the design of the Federal Pilot community vaccination centers, with some featuring weekend and extended daytime hours, reserved slots for registration through faith-based and community-based organizations, and deployment alongside mobile vaccination units to help vaccinate surrounding communities.
Two sites opened in California on February 16, administering over 90,000 shots since opening, with additional vaccinations from the four mobile clinics based out of these locations and bringing vaccines directly to surrounding communities. Five other Federal Pilot sites opened this week, with three in Texas and two in New York. Additional sites announced in Florida, Pennsylvania, Illinois, and North Carolina are launching in the coming weeks, with more to be announced.

Launched Federal Pilot Community Vaccination Centers:

Oakland Coliseum – Oakland, CA: FEMA partnered with the California Governor’s Office of Emergency Services (OES) to open the site on February 16, with the capacity to vaccinate 6,000 individuals a day. At the time of launch, 231 federal personnel were deployed to support site vaccinations and operations, including 125 from FEMA, 85 from USFS, and 21 from NDMS. The Coliseum is adjacent to the communities of Eastmont and Elmhurst, which have some of the lowest health scores in the state. The site operates 7 days a week with drive-through and pedestrian options. Appointments were reserved for faith and community-based organizations to register their communities.

California State University, Los Angeles – Los Angeles, CA: FEMA partnered with the California Governor’s Office of Emergency Services (OES) to open the site on February 16, with the capacity to vaccinate 6,000 individuals a day. At the time of launch, 256 personnel were deployed to support site vaccinations and operations, including 222 from DoD, 30 from FEMA, and four from USFS. The institution is one of the most diverse public universities in the country, serving a large Latinx community. The site operates 7 days a week with drive-through and pedestrian options. Appointments were reserved for faith and community-based organizations to register their communities.

NRG Stadium – Houston, TX: FEMA and the Texas Division of Emergency Management opened this site on February 24, with the capacity to vaccinate 6,000 individuals a day. The 11-lane drive-through site operates 7 days a week, and the state is conducting targeted outreach to provide registration support. Harris County is highly diverse, home to the nation’s second-largest Hispanic and Latinx population of any U.S. county.

Fair Park – Dallas, TX: FEMA and the Texas Division of Emergency Management opened the site on February 24, with the capacity to vaccinate 3,000 individuals a day. The 12-lane drive-through site operates 7 days a week, and the state is conducting targeted outreach to provide registration support. Dallas County is highly diverse, with nearly two-thirds of its population Hispanic and/or Black.

Globe Life Field – Arlington, TX: FEMA and the Texas Division of Emergency Management will open the site on February 26, with the capacity to vaccinate 3,000 individuals a day. The site operates 7 days a week with drive-through and pedestrian options, and the state is conducting targeted outreach to provide registration support.

Medgar Evers College – Brooklyn, NY: FEMA and New York State opened the site on February 24, with the capacity to vaccinate 3,000 individuals a day. The site is located in Crown Heights, Brooklyn. For the first week of scheduling, appointments were reserved specifically for eligible residents living in areas with low vaccination rates, before opening to all eligible borough residents. The state is additionally partnering with faith leaders to encourage sign-up, and the MTA is launching a pilot program to enhance bus service to connect New Yorkers to the vaccination site.

York College – Queens, NY: New York State and FEMA opened the site on February 23, with the capacity to vaccinate 3,000 individuals a day. The site is located in Jamaica, Queens. For the first week of scheduling, appointments were initially reserved for eligible residents living in areas with low vaccination rates, before opening to all eligible borough residents. The state is additionally partnering with faith leaders to encourage sign-up, and the MTA is launching a pilot program to enhance bus service to connect New Yorkers to the vaccination site.

Valencia College West Campus – Orlando, FL: With state partners, FEMA will open the site on March 3. The site is expected to vaccinate 3,000 individuals a day.
Gateway Mall – Jacksonville, FL: With state partners, FEMA will open the site on March 3. The site is expected to vaccinate 3,000 individuals a day.
New York National Guard Armory – Yonkers, NY: FEMA and the State of New York will open the site on March 3. The site is expected to vaccinate 1,000 individuals a day and will operate with extended hours to better reach local residents.
Former Kodak Hawkeye Lot – Rochester, NY: FEMA and the State of New York will open the site on March 3. The site is expected to vaccinate 1,000 individuals a day and will operate with extended hours to better reach local residents.
Delavan Grider Community Center – Buffalo, NY: FEMA and the State of New York will open the site on March 3. The site is expected to vaccinate 1,000 individuals a day and will operate with extended hours to better reach local residents.
Washington Avenue Armory – Albany, NY: FEMA and the State of New York will open the site on March 3. The site is expected to vaccinate 1,000 individuals a day and will operate with extended hours to better reach local residents.
Pennsylvania Convention Center – Philadelphia, PA: With state partners, FEMA will open this site as early as March 3. The site is expected to vaccinate 6,000 individuals a day.

Oakland City Council’s Weird Agenda: Oakland A’s Coliseum Closed Session Thursday Really Black NFL Group

The Thursday October 29th, 2020 Special Oakland City Council Closed Session Meeting is worded as if the attendees would be representatives of the Oakland A’s. But the African American Sports and Entertainment Group (AASEG) headed by Ray Bobbitt was under the impression the meeting was supposed to be a first-introduction of their proposal and a progress report to the Oakland City Council.

So, the naming of the meeting is a head-scratcher to the group – and to this vlogger.

According to one person connected with the African American Sports and Entertainment Group (AASEG), Oakland District 7 Councilmember Larry Reid told them that the title of the meeting was “a place-holder”. That would seem to imply the name would be changed to point to the business of the African American Sports and Entertainment Group (AASEG). But there’s another complication.

Rick Tripp, a man with a history of trying to get involved in sports economic development in Oakland, and whom I talked about in this livestream, wrote on his Facebook page that…

First response is already in regarding our Oakland stadium redevelopment proposal. For those of you who might be interested, I’m going to be a bit more diligent about posting the progress of the proposal. With that said, a multi-term Councilmember emailed me today that he had passed the proposal on to staff in the Economic Development Dept. That’s it for now. We’ll see what tomorrow brings.

On top of that, Tripp explained that he was asked to submit a proposal, but he wrote that he could not say who asked him to do so. On Sunday, Councilmember Reid revealed that it was he who advanced Tripp’s proposal to Oakland’s economic development staff.

But why?

Why is an African American Oakland Councilmember advancing Tripp’s proposal and allowing by appearances others to think, or at least me, that he’s not for the African American Sports and Entertainment Group? Knowing Larry, my spider-sense tells me he’s a bit miffed that African American Sports and Entertainment Group did not include him directly in the group, from the onset. I want to be wrong here. I hope I am. Larry should be concerned about African American economic development first, even beyond matters of protocol.

Oakland has to rid itself of its crabbarrel mentality, especially where it applies to us: to Blacks in Oakland. Too often we’re ready to not support each other economically, and for the most ridiculous reasons. Too often, too many Blacks in Oakland have been all too willing to do anything to discredit someone else who’s black, even if it’s “Oh, he can’t do it” or “She doesn’t have any money”. Why do I think the reasons behind black-on-black crime are the same ones causing the Oakland crabbarrel problem? (And for the record, neither me nor Zennie62Media has either Ray Bobbitt or his group as a client. But, we are all friends, and I once worked for Robert Bobb when he was the Oakland Chief Administrative Officer. Bobb put me in charge of Oakland’s Super Bowl Bid Project. Given no chance to win, Oakland emerged from 11 cities to be one of three finalists for the right to host The 2005 Super Bowl that eventually went to Jacksonville.)

Toward A New Oakland Sports Economic Development Process

The problem is that, absent a process, other competitors like Tripp will step forward and claim they have a proposal – and many of them will be white, if not all of them. So, all of this should go through a task force within the office of Oakland Mayor Libby Schaaf (which technically includes the Oakland Chief Administrative Officer). Oakland has to take a pro-active stance and say that it wants to see the first black NFL ownership group represent Oakland. That can’t happen just by words – it has to happen by legislation, too. (And since this does not involve public contracting, one can’t claim such a focus violates California Proposition 209. Moreover, the group Bobbitt’s formed includes black millionaires and billionaires, so it would stack up to any other team, regardless of color. That said, given the history of racism that’s clouded NFL team ownership and blacks, a coherent process is needed.)

Given that there’s a ton of case law favoring an elected official publicly stating they want a particular developer for a project (and with that rules against “pay to play” relationships) what the City of Oakland should do is draft a new agreement structure that recognizes the Oakland A’s first, and then the African American Sports and Entertainment Group as a subordinate, and then a process where any other interested developer or investor has to send their materials to a designated person at The Oakland Mayor’s Office, who then informs both the A’s and the African American Sports and Entertainment Group, and goes about a process of vetting.

That would help bring clarity to the Oakland Coliseum Stadium and Coliseum City issue, and at the same time, reduce the ambient political noise that’s already audible with Ray Bobbitt’s effort.

Oakland – On Tuesday, October 20, 2020, the Oakland City Council unanimously passed its first Encampment Management Policy clarifying how it will ensure health and safety for those living in and around homeless encampments. As Chair of the Council’s Life Enrichment Committee, Councilmember Loren Taylor, guided the 8-month process for developing the policy which included broad engagement of diverse community stakeholders, including housed and unhoused residents, business and nonprofit leaders, public health professionals and city employees who have worked closely with the unhoused community. “I am grateful to the more than 1200 Oakland community members who contributed their ideas and perspectives throughout this process, ensuring that we live up to our values of compassion and equity while ensuring standards of health and safety that protect all Oaklanders,” Councilmember Taylor said.

The goal of the policy, presented by the City’s Homelessness Administrator Daryel Dunston, is to reduce the negative health and safety impacts associated with homeless encampments – for both unhoused and housed residents. Even though an administrative policy has existed since 2017, it was not formally reviewed nor adopted by the Council, leading many housed and unhoused Oakland residents to complain about the lack of transparency, inconsistent application of the policy, and mixed messages coming from different departments of the City.

As acknowledged by the over 150 public speakers during last night’s council meeting, the status quo has not worked, on the contrary it has allowed an increase in public health and safety issues including excessive fire hazards, confirmed cases of infectious diseases, excessive vermin vector hazards, excessive amounts of waste/garbage/debris, and pervasive criminal activities in and around encampments. “Residents of Oakland have been asking us to lead on this seemingly intractable issue and we finally have. I am grateful to all of my Council colleagues for their contributions to this policy and unanimous support to move forward in response to overwhelming community demand for action,” said Taylor.

Key aspects of the new policy include:

1. Identification of high and low sensitivity areas based on the likelihood of health and safety impacts, and it defines how the City will address unsafe conditions or activities while respecting the rights and needs of our unsheltered neighbors

2. Clarification of public health and safety standards that will be upheld for the well-being of encampment residents and their neighbors alike

3. Clarification of how we will work as hard as we can to provide health and hygiene supports, services, outreach and offers of shelter

The Encampment Management Policy was unanimously passed by the Council and the policy will be reviewed in four months.

Councilmember Loren Taylor represents Oakland Council District 6 and serves as the Chair of the Oakland City Council’s Life Enrichment Committee, as well as a Commissioner on the Youth Ventures Joint Powers Authority and the Oakland Alameda County Coliseum Joint Powers Authority, and the Association of Bay Area Governments Executive Committee.

About a month ago, Ray Bobbitt announced his plan to form a black NFL team ownership group. Then, two weeks ago, Bobbitt introduced the members of that organization. Now, a new development that’s an old name to anyone who has paid attention to sports stadium development in Oakland: Rick Tripp.

The last time Rick Tripp surfaced it was in the case of the development of a stadium for the Oakland A’s. Mr. Tripp claimed to have a plan for private financing for it. That was in 2015. The trouble is, Rick never presented the plan.

The livestream above details what happened back then, and asks why Rick Tripp only focuses on Oakland stadium development, and has no track record of sports stadium and facility development, even though his Linkedin page says he does.

I don’t just do this, and it’s a hard thing to write because at one point I regarded Rick as a friend, but I have to share my personal experience and concerns, here and in the livestream. Oakland needs to move forward, not backward.

Rick says he’s interested in sports facilities development in California, but he never surfaced for the Warriors Arena project, or The San Francisco 49ers Stadium Project, or San Jose Earthquakes, for that matter. Only Oakland.

Why? Plus, when he was to get a stadium spreadsheet to me in 2015, he sent a generic developer punch list, but not a spreadsheet. Something was off then, and now.

In my opinion Scott McKibben was wrongly set-up by the Board of the Oakland-Alameda County Coliseum Joint Powers Authority. Scott was asked to do the work of finding a naming rights agreement partner – in other words, doing work a marketing consultant normally does – then basically accused of asking for the normal additional fee such work commands.

The Coliseum JPA Board and the City of Oakland Lawyers never told him not to ask for that, or what conflict of interest looks like in that case, even as they put him in that position. None of that should mark the excellent work Scott has done in turning an organization that has been a plaything for elected officials into a serious municipal corporation tasked with running an iconic sports venue.

Scott McKibben got the Coliseum JPA into the financial black after over a decade of losing money. Why? Because previous directors did not know how to ask for what the facility was worth in rent. Scott did.

Scott was asked to jump through all kinds of hoops by the Coliseum JPA Board. He did, and then they punished him for doing so. It sends a message that no good sports professional should consider working in Oakland.
