2020 Academy Nicholl Fellowships Winners Announced By The Academy

Los Angeles, CA – Five individuals have been selected as winners of the 2020 Academy Nicholl Fellowships in Screenwriting competition. The fellows will each receive a $35,000 prize and be highlighted at the Academy Nicholl Fellowships in Screenwriting Awards and Virtual Table Read on Thursday, December 3, where an ensemble of actors will read selected scenes from the winning scripts.

James Acker, “SadBoi”
Beth Curry, “Lemon”
Vanar Jaddou, “Goodbye, Iraq”
Kate Marks, “The Cow of Queens”
Jane Therese, “Sins of My Father”

A total of 7,831 scripts were submitted for this year’s competition. Ten individual screenwriters were selected as finalists. Their scripts were then read and judged by the Academy Nicholl Fellowships Committee, who ultimately voted the winners.

Fellowships are awarded with the understanding that the recipients will each complete a feature-length screenplay during their fellowship year. The Academy acquires no rights to the works of Nicholl fellows and does not involve itself commercially in any way with their completed scripts.

The Academy Nicholl Fellowships Committee is chaired by Academy Short Films and Feature Animation Branch governor Jennifer Yuh Nelson. The members of the committee are John Bailey and Steven Poster (Cinematographers Branch); William Mechanic (Executives Branch); James Plannette and Stephen Ujlaki (Members-at-Large); Julie Lynn, Peter Samuelson and Robert W. Shapiro (Producers Branch); Bobbi Banks (Sound Branch); and Eric Heisserer, Larry Karaszewski, Dan Petrie Jr., Misan Sagay, Dana Stevens and Tyger Williams (Writers Branch).

The global competition, which aims to identify and encourage talented new screenwriters, has awarded 166 fellowships since it began in 1986. In 2020, several past Nicholl fellows added to their feature film and television credits:

Michael Werwie wrote the Netflix movie, “Lost Girls.”
Alfredo Botello is co-writing “Space Jam: A New Legacy,” with Ryan Coogler producing and Malcolm D. Lee directing.
Terri Miller and Andrew Marlowe are showrunners for CBS’s “The Equalizer,” starring Queen Latifah.
Nikole Beckwith wrote and directed “Togetherish,” starring Ed Helms and Patti Harrison.
James Mottern wrote and is set to direct “Summer Madness,” starring Anna Faris.
Elizabeth Chomko will direct the film adaptation of Bess Kalb’s memoir, Nobody Will Tell You This but Me.
Matt Harris’s fellowship year script “The Starling” is in post-production. Netflix recently bought the drama-comedy for ~$20 million based on Matt’s script and a four-minute sizzle reel.
Melissa Iqbal is adapting the novel The First Fifteen Lives of Harry August to the screen.
Rebecca Sonnenshine is the co-creator of a new Netflix horror series based on the horror podcast “Archive 81.”
S.J. Inwards is writing a YA-centric musical Lady Macbeth feature project for Amazon Studios.

Vasu Vaddiparty reviews Game 1 of a very disappointing showing by the Oakland A’s in the home Wildcard Series vs. the White Sox. Are these A’s going to go out again in the 1st round not having won a series since 2006. They were being held by Lucas Giolito to a perfect game through 6 before Tommy La Stella opened the B-7 with a leadoff single. After that they had a threat in the 8th where the tying run came up but couldn’t do anything to muster up more than 1 run in a Game 1 Loss. The A’s are the 3rd seed so they will have all three games in Oakland and no travel but those bats better get going. It will be just as tough tomorrow in an elimination game as the A’s best pitcher for 2020 Chris Bassitt goes v Dallas Keuchel. A lot of Oakland fans were asking where Mike Fiers was to start today instead of the rookie Jesus Luzardo. Need to get off to strong starts and Oakland did not. The White Sox at one time had the best record in the AL but because of a 9/10 game losing streak to end the regular season, they fell all the way to 7th by virtue of finishing third behind the Indians and Minnesota Twins. A’s fans still have a lot of hope going to tomorrow and hopefully Thursday, but get off to a good start.

City Of Oakland Homeless Encampment Management Policy

When the pandemic hit the city council moved quickly into shelter in place in March, pausing the sunshine ordinance to allow city business to continue remotely. Now in September, more informed and better prepared, council has reinstated 10-day noticing for all items to be heard at council and regular rules committee hearings for transparent scheduling.

As we kick off our fall legislative session look out for these items to be scheduled soon. The Life Enrichment committee (Chaired by Councilmember Taylor) will be considering changes to the Homeless Encampment Management Policy. The meeting is schedule for Monday, September 21st visit City of Oakland website of meeting information.

State Of California Tenant and Landlord Protection Legislation

September 1st the Assembly and Senate both approved AB 3088, which is designed to protect tenants from eviction, and property owners from foreclosure, due to the economic impacts of COVID-19.

The measure was signed into law by Governor Newsom and the details are as follows:

The protections in AB 3088 apply to tenants who declare an inability to pay all or part of their rent due to a COVID-19-related reason.
Under the legislation, no tenant can be evicted before February 1, 2021 as a result of rent owed due to a COVID-19-related hardship accrued between March 4th and August 31st, if the tenant provides a declaration of hardship.
For COVID-19 related hardships that accrue between September 1, 2020 and January 31, 2021, tenants must also pay at least 25% of the rent due to avoid eviction.
Tenants are still responsible for paying unpaid amounts to landlords, but those unpaid amounts cannot be the basis for an eviction.
Landlords may begin to recover this debt on March 1, 2021, and small claims court jurisdiction is temporarily expanded to allow landlords to recover these amounts.
AB 3088 extends anti-foreclosure protections in the Homeowner Bill of Rights to small landlords, provides new accountability and transparency provisions to protect small landlord borrowers who request CARES Act-compliant forbearance, and provides the borrower who is harmed by a material violation with a cause of action.
Existing local ordinances can generally remain in place until they expire and future local action cannot undermine the framework of AB 3088.
Several members of the Legislature, including the author, noted that AB 3088 should be viewed as a short-term solution and that additional legislation would be necessary to further address this issue when the Legislature returns to session in January 2021.

After the WildCard rounds then all the advancing teams will go to their version of the bubble. NL teams will go to Houston and Arlington and AL teams will go to LA and San Diego. The World Series will be at Globe Life Field, the brand new home of the Texas Rangers. A’s are the 2-seed and have to take on a White Sox team who 3 weeks ago had the best record in the AL. A tough 2-3 week stretch saw them fall to 2, then to 4th, and after a horrendous weekend against their cross-town rival Cubs fall all the way to 7th. A’s fans and players cannot take the White Sox lightly as they have MVP candidate Jose Abreu playing 1st. The A’s bullpen has to step up and young Jesus Lazardo has to avoid some of his control problems and attack the strike zone. He has excellent stuff but his location and his consistency will come into play tomorrow. He will be opposed by Lucas Giolito who is the White Sox ace and has a no-hitter on his 2020 resume. Not an easy matchup for Oakland but one they can play well in and win if they continue to do the right things.

Today I witnessed something I’ve never witnessed before in Oakland, California. A young Hispanic man bypassed the fare gate at Coliseum BART station without paying; thus setting off the alarm. Two BART police officers just coincidentally happened to be about 20 feet away from where the man was, while I was watching all of this unfold perpendicular to where the officers were at the time. As the man continued walking away, the police officers followed the man while shouting for him to stop and go back to pay for his ride fare. The man clearly ignored their commands and then pulled out a knife. That’s when the officers pulled out their tasers. At this point, I ran for cover and started recording this video from a safe distance. You can tell my hands were shaking when I was recording this video as I was scared myself and did not know if the suspect also had a gun on him. You can clearly tell the officers were pleading for the man to drop the knife. I could hear everything that was being said clearly, even if this video doesn’t display the best audio quality. The suspect was tased multiple times. After the man was handcuffed, you can clearly see the knife on the floor. You can also see one of the officers picking up another similar knife by the wall (not sure if it was thrown by the suspect). I stopped recording when 6-8 other police officers showed up. I was interviewed by Sergeant, William Spears of #BartPolice for a witness statement, as I was the only witness to this situation. In my opinion, the officers handled this situation in a very professional manner. This could have escalated into something much worse; however, I’m just glad that nobody was hurt.

City of Oakland, Community Vision, Launch Oakland Nonprofit Organization Grant Program

Oakland – The City of Oakland received $36.9 million in State of California CARES Act funding. Of that, approximately $850,000 will go to grants to support Oakland-based nonprofit organizations that have been impacted by the COVID-19 pandemic. The grant program will support about 34 nonprofits with grants of $20,000 to $25,000 each.

The grants are available to Oakland nonprofits with an annual budget of less than $1 million that are currently providing programs and services that address the impact of COVID-19 and the needs of low-income residents and businesses in the following areas: Health & Human Services; Economic & Workforce Development; Legal Support; Food Security; Homeless and Renter Support Services; and Education. The application period opened today (Wednesday, September 23) at 9 a.m., and closes at 5 p.m. on Wednesday, October 14, 2020. Online applications are available at: communityvisionca.org/oaklandcares

“These grants are a step in preserving Oakland’s nonprofit ecosystem that helps feed, clothe, shelter and counsel our most vulnerable residents,” said Oakland Mayor Libby Schaaf. “While the needs of our community have increased during the pandemic, many of these nonprofits have seen their funding dry up, putting both the organizations and those they serve at greater risk.”

The following general eligibility criteria will be used:

Nonprofits must provide proof of 501(c)3 status or fiscal sponsorship agreement.

Nonprofits must have a total annual budget and actual expenses of less than $1 million for the applicant’s current and previous fiscal year. If an organization is fiscally sponsored, this limit is related to the organization’s expenses, not the total expenses of the fiscal sponsor.

Nonprofits must be located in Oakland and be currently providing programs and services that address the impact of COVID-19 and the needs of low-income residents and businesses in Oakland.
Nonprofits must currently provide services to disinvested populations (including Black; immigrant; aged; children; homeless; low and very low-income) in the following areas: Health & Human Services; Economic & Workforce Development; Legal Support; Food Security; Homeless and renter support services; and Education. Applicants will be required to provide a brief narrative overview of their. (Nonprofits in the arts community should apply for grants through the previously announced arts nonprofit grant program.)
Nonprofits must have been in business in Oakland for at least three years, with appropriate documentation of this fact (such as 990s, audited financial statement, or business license, etc.).
Applicants will be required to identify the programmatic need or loss of organization income due to COVID-19 business interruption such as:

Lack of program funding, contract funding, or grant agreements that were impacted because of the applicant’s inability to deliver services
Reduction in payroll, jobs, furloughs, or other significant costs
Programs that had to be suspended due to COVID-19
Preference will be given to nonprofit organizations located in, and serving census tracts deemed eligible for the federal Opportunity Zone program.
Preference will be given to nonprofit organizations that can demonstrate deep community roots, trust in the community, and those who base their work on the stated needs/wants of the community they serve.

The grants will help preserve nonprofit services to some of Oakland’s most disinvested populations and help prevent nonprofit displacement. Distribution of the CARES Act grants for Oakland nonprofits is through a partnership between the Economic & Workforce Development Department and Community Vision. Community Vision, formerly the Northern California Community Loan Fund, is a trusted intermediary that will administer the fund.

“COVID-19 has further emphasized the vast inequities present in our society and the reality that our economic system does not prioritize communities of color and low-income communities,” said Catherine Howard, Community Vision’s senior vice president of programs. “We’re pleased to partner with the City of Oakland to provide support to nonprofits working to meet the most vital needs across the city.”

Webinars for nonprofits interested in applying for a grant will be hosted on: Wednesday, September 30, in both English (at 11 a.m.) and Spanish (at 1 p.m.). Oakland – The City of Oakland received $36.9 million in State of California CARES Act funding. More than $4 million of those funds will go to the Oakland CARES Act Small Business Grant Program to support Oakland small businesses that have been impacted by the COVID-19 pandemic. The program anticipates distributing $10,000 grants to 402 Oakland small businesses.

Grants may be used to cover day-to-day operating costs, such as worker payroll, rent and fixed debts. The application period for the small business grants opened today (Tuesday, September 22) at 1 p.m., and ends at 5 p.m. on Monday, October 12, 2020. “Many Oakland small businesses that employ our residents and provide vital goods and services for us all have suffered greatly during the closures to combat the spread of COVID-19,” said Oakland Mayor Libby Schaaf. “These CARES Act-funded grants are meant to help sustain the local, independent merchants that add so much to our community as they pivot to new business models for the pandemic and post-pandemic economies.”

Eligibility requirements:

· Be an existing for-profit business since March 1, 2019 with a commercial location in Oakland

· Be able to demonstrate adverse business impacts from the COVID-19 pandemic

· Have gross revenues under $2,000,000 in 2019

· Have a current City of Oakland business license

· Have no City of Oakland life safety code violations

· Be in compliance with all County Health Orders and State Regulations

· Have not received a Paycheck Protection Program (PPP) loan of more than $10,000

· Have not received a grant from the Oakland CARES Fund for Artists and Arts Non-profits

· Have at least one, but no more than 50 full-time equivalent employees, including the business owner(s)

The following businesses are not eligible for funding through this grant program: Nonprofits, passive income real estate businesses, cannabis-related businesses, adult entertainment businesses, franchises, any business involved in bankruptcy proceedings or religious organizations (See FAQs for complete list).

Disbursement of grants funds to the selected recipients is anticipated to be completed by Friday, October 30, 2020.

The grants will help prevent displacement and closures of small businesses that contribute to the City’s diversity, vibrancy and character. Distribution of the CARES Act grants for small businesses is through a partnership between the City of Oakland’s Economic & Workforce Development Department and Main Street Launch. A trusted intermediary focused on equitable economic development, Main Street Launch is administering the Oakland CARES Act Small Business Grant Program.

“Main Street is looking forward to helping Oakland’s small businesses at this critical moment in the city’s recovery from the pandemic,” said Jacob Singer, CEO of Main Street Launch. “By helping the City provide these grants to support Oakland’s dynamic small business community, we collectively envision a time when we will all be able to gather together again in support of the businesses that make Oakland a unique and lively place to work and live.”

Oakland, CA – The City of Oakland received $36.9 million in State of California CARES Act funding. Through the Oakland CARES Fund for Artists and Arts Nonprofits, $1.425 million of those funds will go to support individual artists and arts nonprofit organizations that have been impacted by the COVID-19 pandemic. The Oakland CARES Arts Organizational Grant will award grants of up to $20,000 to arts nonprofits, while the Oakland CARES Individual Artist Grant seeks to support individual artists with grants of up to $3,000 each. The application period for both grants opened today (Monday, September 21) at 9 a.m., and ends at 1 p.m. on Friday, October 9, 2020. “Our vibrant arts and culture community is a vital part of our community and contributes immensely to our collective sense of belonging, which is what makes Oakland a unique and special place,” said Oakland Mayor Libby Schaaf. “We know Oakland artists and arts nonprofits are struggling, and these CARES Act-funded grants offer financial help as we collectively work to help them survive this crisis.”

Individual Artist Grants

Current, full-time Oakland residents who make their primary income as freelancers or employees in the arts sector may apply. Applicants must make the majority (50%+) of their individual income from the arts sector through any combination of sales of art, freelance work, and/or employment. This includes fine artists, including literary, visual, and performing artists; musicians; teaching artists; culture bearers; artist members of collective-based or cooperative creative social enterprises; and specialized artist workers (e.g., lighting or sound designers, fabricators, and the like). Grants of up to $3,000 will be awarded to approximately 160 individuals.

Nonprofit Organizational Grants

Oakland-based 501(c)3 arts nonprofits; fiscally sponsored arts organizations; or 501(c)3 incorporated cultural land trusts with a primary function of arts and/or culture activities and services may apply. Eligible organizations must have a yearly budget under $2.5 million based on the most recently completed fiscal year that ended before March 1, 2020.

Grant amounts will be based on nonprofit’s actual budget size of the most recently completed fiscal year using the following tiers:

For budgets up to $999,999, grants will be up to $10,000
For budgets of $1 million-$1,499,999, grants will be up to $15,000
For budgets of $1.5-$2.5 million, grants will be up to $20,000

The arts nonprofit must not have received more than $20,000 through the SBA’s Paycheck Protection Program or received a National Endowment for the Arts (CARES) award. Additionally, applicants, and employees or board members of applicant organizations, who have a conflict of interest (family or financial relationships) with the boards, staff, or directors of CCI or of City of Oakland’s elected officials and their employees are ineligible.

Both Grant Programs

Applicants for both grants will be asked to provide a detailed explanation of financial losses or incurred expenses due to COVID-19. Notifications to grant recipients are anticipated on Friday, October 30, 2020.

The grants will help prevent displacement among artists and closures of arts nonprofits. Artists and public-benefiting arts organizations are the backbone of the City’s diversity and vibrancy of cultural identity and expression. Distribution of the CARES Act grants for the arts is through a partnership between the Economic & Workforce Development Department’s Cultural Affairs Division and the Center for Cultural Innovation (CCI), a trusted intermediary focused on the economic security of people in the arts.

“Artists, culture workers, and arts nonprofits need our support but are all too often overlooked. We are delighted to partner with the City of Oakland, with the knowledge that they understand how important the arts are to the civic life of communities,” said Laura Poppiti, Center for Cultural Innovation’s Grants Program Director.

Although not factors in grant decisions, we strongly encourage the following with financial needs to apply: individual applicants of, or organizations that primarily serve, historically marginalized communities, which may include, but are not limited to, African and African American, Arab, Asian and Asian American, Latinx, Middle Eastern, Native American and Indigenous, Pacific Islander; Lesbian, Gay, Bisexual, Queer, Transgender, and Gender-Variant people; people with disabilities; women; and those who are low-income, have high debts, have difficulty obtaining or retaining sources of income, or live in immigrant and refugee communities.

Oakland City Council To Consider New Homeless Encampment Management Policy

Oakland – On Monday September 21st, the Oakland City Council will move one step closer to clarifying to how Oakland will manage and support homeless encampments throughout the city. Led by Councilmember Loren Taylor, the Council’s Life Enrichment Committee hopes to finalize a new Encampment Management Policy.

Councilmember Taylor emphasized that, “When there is a unified chorus from across Oakland including both housed and unhoused residents calling on the Council to provide necessary leadership on this difficult and complicated issue, we must respond to their demand for action. The time is now.”

This new policy explains how the City will reduce the negative health and safety impacts associated with homeless encampments – for both unhoused and housed residents. Although an administrative policy guiding the operational efforts of City departments in addressing encampments has existed since 2017, it was not formally reviewed and adopted by the City Council. As a result, it lacked the benefit of public comment from both housed and unhoused Oakland residents, and it did not reflect consistent policy direction from the Oakland City Council to City departments that this new policy will.

In February, Councilmember Taylor secured a unanimous vote by his City Council colleagues to initiate a robust stakeholder engagement process that would inform the development of a more comprehensive policy that the entire city could align around, ensuring that the City’s activities align with the needs and values of the City and all residents. Since then more than 1,200 residents have participated through the online survey and numerous Council meetings, town halls, and neighborhood meetings to weigh in on open questions including:

1. Should there be areas of the city that are off limits to encampments? If so, where?

2. What rules should be in place for those encampments that do exist to ensure health and safety for all Oaklanders?

3. In what manner should noncompliance with the policy be enforced?

4. For those residents living in encampments, what services and resources should the City provide? Under what circumstances?

Oakland residents are encouraged to share their thoughts and opinions on whether the Council should proceed with this formal policy and what, if any, modifications should be made before final adoption.

Statement on the Passing of Justice Ruth Bader Ginsburg

Sixty years ago, Ruth Bader Ginsburg applied to be a Supreme Court clerk. She’d studied at two of our finest law schools and had ringing recommendations. But because she was a woman, she was rejected. Ten years later, she sent her first brief to the Supreme Court – which led it to strike down a state law based on gender discrimination for the first time. And then, for nearly three decades, as the second woman ever to sit on the highest court in the land, she was a warrior for gender equality – someone who believed that equal justice under law only had meaning if it applied to every single American.

Over a long career on both sides of the bench – as a relentless litigator and an incisive jurist – Justice Ginsburg helped us see that discrimination on the basis of sex isn’t about an abstract ideal of equality; that it doesn’t only harm women; that it has real consequences for all of us. It’s about who we are – and who we can be.

Justice Ginsburg inspired the generations who followed her, from the tiniest trick-or-treaters to law students burning the midnight oil to the most powerful leaders in the land. Michelle and I admired her greatly, we’re profoundly thankful for the legacy she left this country, and we offer our gratitude and our condolences to her children and grandchildren tonight.

Ruth Bader Ginsburg fought to the end, through her cancer, with unwavering faith in our democracy and its ideals. That’s how we remember her. But she also left instructions for how she wanted her legacy to be honored.

Four and a half years ago, when Republicans refused to hold a hearing or an up-or-down vote on Merrick Garland, they invented the principle that the Senate shouldn’t fill an open seat on the Supreme Court before a new president was sworn in.

A basic principle of the law – and of everyday fairness – is that we apply rules with consistency, and not based on what’s convenient or advantageous in the moment. The rule of law, the legitimacy of our courts, the fundamental workings of our democracy all depend on that basic principle. As votes are already being cast in this election, Republican Senators are now called to apply that standard. The questions before the Court now and in the coming years – with decisions that will determine whether or not our economy is fair, our society is just, women are treated equally, our planet survives, and our democracy endures – are too consequential to future generations for courts to be filled through anything less than an unimpeachable process.

City of Oakland Awarded $4.5M in CARES Act Funding to Support Low- and Moderate-Income Renters and Homeowners Affected by COVID-19

Oakland –– The City of Oakland was awarded $4,532,841 in Community Development Block Grant CARES Act (CDBG-CV) funding by the United States Department of Housing & Urban Development (HUD). The funds will provide housing service support to prepare for, prevent, and respond to the impacts that the Coronavirus pandemic have had and continue to have on low- to moderate-income renters and homeowners of Oakland.

CDBG is a division of the City’s Housing & Community Development Department that works to support decent housing, suitable living environments, and economic opportunities, principally for community low – and moderate-income individuals. CDBG-CV housing service categories for this award are:

Affordable Housing Operations Support
Production and Preservation

“The focus of our department’s efforts is on the preservation, protection, and production of housing solutions”, said Shola Olatoye, Director of Housing & Community Development. “This latest CARES Act funding award will help support these efforts and move us closer to this goal.”

The City recently released this Request for Qualifications (RFQ) to attract partnering agencies who will process applications and award financial assistance to renters and homeowners in compliance with CDBG-CV regulations. The CDBG division will monitor the overall process working closely with each agency to ensure compliance and targeted outcomes.

Agencies must have a registered account with the City of Oakland’s iSupplier online system to view and respond to this RFQ.

Biden for President is gearing up its paid media offensive, accelerating its spending on the air and digital to reach voters across the country in key battleground states. This week, the campaign will spend over $65 million on its paid media program — spanning television, radio, digital, print, and more — and is the single largest paid media investment the campaign has made to date while active in ten battleground states.

As the country continues grappling with the ongoing pandemic and Donald Trump’s parallel attacks to strip health care away from millions of Americans, the campaign is also releasing a pair of new ads today that spotlight families with children who have pre-existing conditions and the importance of protecting their health care.

The first, “Little Brother,” is a 0:30 spot that will run on broadcast and digital in Michigan, Minnesota, North Carolina, Pennsylvania, and Wisconsin. It tells the story of Beckett, a child from Texas who has leukemia, and how his sister helped him through tough times. Beckett’s mom talks about the family’s fears about Trump’s attempts to repeal the Affordable Care Act and how it could drive up costs of Beckett’s treatment.

Debuting on broadcast and digital in Arizona, Florida, and Nevada, “Anthony,” is another 0:30 ad that shares an Arizona family’s worries about Trump’s rollbacks of protections for those with pre-existing conditions. Anthony’s father speaks about the heart condition he has had since birth, and underscores how they know Joe Biden will protect the health care of Americans with pre-existing conditions.

Additionally, the campaign is launching two ads on television that pull excerpts from Biden’s speeches, showing Biden speaking directly to voters about the Trump Administration’s failures. “Unforgivable” uses a portion of Biden’s nomination acceptance speech promising to protect America no matter what. “Do Your Job” shows Biden’s speech in Wilmington, Delaware last week on the COVID-19 economic crisis calling on Trump to do his job and get the virus under control so we can create an economic comeback. These ads are the first 0:15 spots the campaign is placing on television airwaves.

Throughout its general election paid media program, the campaign has now gone up in a total of ten states, including Arizona, Florida, North Carolina, Pennsylvania, Wisconsin, Michigan, Nevada, Ohio, Nebraska, and Minnesota.

Oakland Roots SC continues to grow profession soccer in Oakland. Here’s the latest exciting news from the team’s website:

Oakland – Oakland Roots Sports Club will join the USL Championship, the second division of US Soccer for the 2021 season. The USL is the largest and fastest growing professional soccer organization in North America with teams throughout the United States and Canada. The USL includes three divisions with the USL Championship sitting at the top.

“We are excited to join the USL Championship in 2021,” said club Chair Steven Aldrich. “Playing in the Championship is a great opportunity for Oakland Roots to continue our journey of using soccer as a force for social good. We can’t wait to showcase the passion, pride, and commitment of our players, fans, and The Town to an even wider audience next year.”

The club will continue to play home games in the heart of Oakland at Laney College Stadium. Roots sold out their first five home games in club history, packing Laney with an average of over 5,000 fans per game with 5,723 on hand for the final home match of 2019 last October.

“Oakland Roots Sports Club is one of the most impressive and purpose-driven organizations in the United States. We are thrilled to welcome them into the Championship,” said USL Chief Executive Officer Alec Papadakis. “When we think about the kind of clubs that can help drive our league forward, we look for committed ownership and fantastic community support. Oakland Roots possess those things in abundance, and we have no doubt they will be a huge success in our league going forward.”

The USL Championship will feature 35 teams in the 2021 season that are split into two conferences: East and West. With the move, Roots will play in the Western Conference along with teams like MLS bound Sacramento Republic FC, LA Galaxy II, and current San Jose Earthquakes affiliate Reno 1868 FC. Oakland Roots acquired the franchise rights from the USL East Bay group in order to join USL in 2021.

“This has been a long journey together of nearly 5 years,” said Roots Co-Founders Benno Nagel and Edreece Arghandiwal. “We can’t wait to take another step together as we continue to grow our roots.”

City of Oakland Opens Additional Respite Centers In Response To Unhealthy Air Quality

Oakland – On Friday, the City of Oakland activated respite centers in response to unhealthy air quality stemming from the ongoing wildfires in the region.

Today, the City is opening two additional sites that will operate at least through Sunday. These new locations will also be staffed by disaster service workers from the City of Oakland.

Respite Locations in Oakland:

81st Street Library: 1021 81st Ave., Oakland, 1 pm – 7pm
St. Vincent de Paul: 2272 San Pablo Ave., Oakland, 9 am -3 pm
Dimond Library: 3565 Fruitvale Ave., Noon – 7 pm
North Oakland Senior Center: 5714 Martin Luther King Jr. Way, Noon – 5 pm

As of 9 am: The Air Quality Index (AQI) was 183, which is considered Unhealthy. The AQI is forecast to reach Very Unhealthy status later today.

People with heart or lung disease, older adults, children and teens – take any of these steps to reduce your exposure:

Avoid strenuous outdoor activities.
Keep outdoor activities short.
Consider moving physical activities indoors or rescheduling them.

Everyone else – take any of these steps to reduce your exposure:

Choose less strenuous activities (like walking instead of running) so you don’t breathe as hard.
Shorten the amount of time you are active outdoors.
Be active outdoors when air quality is better.

HotBoys won many awards in for their chicken sandwiches and they did not disappoint. This HeavyWeight Champ of a sandwich hits on all flavors that personifies what Oakland and HotBoys has to offer. My big suggestion is to get the Sando Combo with Fries or Mac n Cheese! Then spend the day hanging out at Lake Merritt with a couple friends! Thats a East Bay staple right there!

Oakland Interim Police Chief Manheimer’s Boogaloo Boys Officer Scandal: Black Police Chief Needed

What’s going on with the Oakland Police Department and Oakland Police Interim Chief Susan Manheimer, that an officer would be allowed to wear, on duty, a shirt that many point to as in the style of the kind of Hawaiian Shirts worn by the racist violent Boogaloo Boys group? Moreover, does Susan Manheimer know that shirt she initially dismissed as a non-story because it was the kind of Hawaiian shirt one could by at Macy’s? (It wasn’t, and even though she took a photo to show the Tommy Bahama section at Macy, those pictures demonstrated that that style of shirt wasn’t there!)

And does Oakland Police Interim Chief Susan Manheimer know (and did anyone at OPD tell her) that the Boogaloo Boys-style Hawaiian shirts, not to mention Hawaiian shirts, are disallowed by the Oakland Police Department’s own code, which even specifically prohibits beach wear!? Consider that, in her email to an Oaklander, Manheimer herself never even raised that issue, yet more evidence to back the assertion of many, including this blogger, that she was simply covering for the Boogaloo Boys Hawaiian Shirt-wearing officer. Well, check this out, and thanks to an Oaklander on Facebook, who tipped me off to this information.

Here is the section of Oakland Police Department regulations that covers “civilian clothing worn by members while on-duty”, and is here below, here by link, with the full text section posted below:

B. On-Duty Civilian Clothing for Members

Civilian clothing worn by members while on-duty shall reflect professional
appearance, and shall be suitable for the safe and inconspicuous
performance of basic police tasks.

Civilian clothing shall be clean and in good repair. Members shall be guided
by the following minimum standards:

1. Male members shall wear a dress shirt and tie with a business suit or
a conservatively tailored sports coat and slacks. Shoes shall be of a
conservative style and color. Leather jackets or “cowboy” boots of
any style shall not be worn. For the purpose of this order, cowboy
boots are defined as any boots that have a high arch, a high heel,
unusually fancy stitching, or a pointed toe.

a. Male members shall not wear any insignia, emblem,
decoration, badge, pin, nose rings, and any other jewelry or
ornament except for conservative rings, tie bars, tie tacks, or
lapel pins.

b. Shoes shall have soles and heels of conservative height.

c. Commanders and supervisors may permit members to
remove their ties when assigned to duties which do not
involve public contact or where the tie would pose a safety
hazard.

2. Female members shall wear suits, dresses, skirts, or pants in designs
and colors suitable for business wear and of prevailing style, fit, and
length. All accessories (e.g. gloves, purse, shoes, hosiery, etc.) shall
be of conservative style and color.

a. Female members shall not wear any insignia, decoration,
emblem, badge, nose rings, jewelry or ornament except for
conservative rings, earrings, necklaces, bracelets, pins, or
hair clasps.

b. Hair shall be simply and neatly groomed in a daytime style.

c. Proper foundation garments shall be worn at all times.

d. Use of cosmetics shall be minimal.

e. Shoes shall have a maximum heel height of 3″, and shall
have a back strap or full back. Spike heels and sport shoes
are not permitted.

3. Captains or higher rank may authorize or require any type of
clothing for an assignment in which approved civilian apparel would
be unsuitable for police purposes.

A Personal Appearance Waiver Form (TF-3382) shall be completed
and forwarded as specified in Part II, A, 4.

C. Casual Friday

Office personnel who are not required to wear uniforms shall have the
option of wearing business appropriate casual attire on Fridays. Casual
Friday attire shall only be acceptable on Fridays.

1. The following items shall be considered business appropriate casual
attire:

a. Sweaters

b. Button down shirts

c. Polo shirts

d. Cardigans

e. Slacks

f. Dockers

g. Skirts/dresses

2. The following items shall not be considered business appropriate
casual attire:

a. Shorts

b. Capri pants

c. T-shirts

d. Tight fitting spandex/lycra

e. Off the shoulder tops

f. Spaghetti or tank straps

g. Torn, frayed or cut clothing

h. Flip-flops or thongs

i. Athletic wear

j. Beach wear

k. Revealing or sheer clothing that exposes the bosom, back or
midriff

l. Clothing that bears sexually suggestive or profane symbol

m. Jeans or denim skirts

Pants shall be worn at ankle length and skirts/dresses at knee length
or longer.

3. The star, identification card, fully-loaded semi-automatic pistol and
one additional fully-loaded magazine, handcuffs and key, call box
key, and, as necessary, the protective vest, shall be carried or worn
by plainclothes members.

I also included this section on “member uniforms” to show that the officer was even out-of-compliance with this section!

III. MEMBER UNIFORMS

When designated as the uniform of the day, all members assigned to field duties
shall wear the same uniform. The uniform of the day shall be designated by the
Bureau of Field Operations Deputy Chief or designee. Refer to Part VI for
authorized uniform and equipment description and specifications.

A. The Dress Uniform (Class A)

1. Hat with shield, uniform jacket, trousers, belt, long sleeve shirt,
undershirt, insignia, tie, star, nameplate, white gloves, shoes, socks.

a. Motorcycle officers shall make the appropriate substitutions
of helmet, breeches, bow tie and boots.

b. The uniform jacket may not be worn without a tie. Pencils
and other objects shall not be placed in the outside pockets of
the uniform jacket.

c. Wearing of the uniform jacket with the short sleeve uniform
is prohibited.

2. Class A gun belt: Key ring with whistle, callbox key and handcuff
key, firearm, handcuffs and case, baton ring and short baton.

B. Long or Short Sleeve Uniform (Class B)

1. Hat with shield, trousers, belt, short sleeve shirt, black
undershirt,
insignia, star, nameplate, socks and boots.

2. Class B gun belt: Handcuff key, OC, Firearm, handcuffs and case,
radio holder, flashlight holder, baton ring, Asp (optional), magazine
pouch, Taser (shall be worn opposite of the firearm in either an
authorized belt or leg holster) and dump pouch (optional).

3. Motorcycle officers shall make the appropriate substitutions for
their
uniform.

4. All members shall have the option of wearing a dickey, turtleneck
sweater or mock turtleneck under the short sleeve shirt. If the
turtleneck is worn without a jacket, the sweater sleeves shall not
extend below the shirt sleeves.

5. Optional outerwear.

6. Motorcycle officers shall also have the option of wearing the leather
jacket.

7. The uniform hat may be worn at the discretion of the individual
officer having consideration for officer safety and the requirement
for identification, or at the direction of a supervisor or command
officer.

8. Watch Cap (optional)

Night shift personnel are authorized to wear the watch cap. Day
shift and swing shift personnel shall only wear the watch cap upon
approval by the Bureau of Field Operations (BFO) Deputy Chief or
designee.

When wearing the watch cap, the insignia shall be visible and worn
centered on the forehead above the nose.

C. Field Utility Uniform (Class C)

Long sleeve or short sleeve utility shirt with name lettering, black
undershirt, trousers, belt, insignia, star, shoes, socks, and Class B gun belt.

1. Members assigned to routine field duties shall wear the utility
uniform only when designated as the uniform of the day by the
Bureau of Field Operations (BFO) Deputy Chief or designee.

2. Members assigned to units outside of the BFO shall not wear utility
uniforms without the prior authorization from the appropriate
Bureau Deputy Chief or designee.

3. Bureau Deputy Chiefs or designee may authorize utility uniforms as
the uniform of the day, to include, but not limited to, the following
circumstances:

a. During inclement weather (to include hot or humid
conditions);

b. Special field projects;

c. Mobile field force mobilizations; or

d. Major Response Operations.

4. Members assigned to the following field units shall only wear the
utility uniform during their regular tour of duty, unless otherwise
directed by a higher ranking member:

a. Crime Reduction Team;

b. Canine Handlers*;

c. Police Evidence Technicians;

d. Patrol Rifle Officers;

e. Commercial Enforcement Unit;

f. Taxi Detail;

g. Abandon Auto;

h. Vehicle Abatement;

i. Dual-purpose motorcycles officers, when riding;

j. Marine Unit;

k. Alcohol Beverage Action Team;

l. Scofflaw; and

m. Helicopter Unit when not in their flight suit.

* Canine Handlers, when working with their police canine, are
authorized to wear the previous 5.11 utility uniform.

5. Optional outerwear.

6. Utility cap.

7. Watch Cap (optional)

Night shift personnel are authorized to wear the watch cap. Day
shift and swing shift personnel shall only wear the watch cap upon
approval by the Bureau of Field Operations (BFO) Deputy Chief or
designee.

D. Specialty Uniforms

1. Undercover, Plain Clothes or Task Force Uniform

a. The Tactical Assault Carrier (TAC) Vest shall only be worn
by members:

1) Working in an active undercover operation or related
task; or

2) Assigned to a plain clothes assignment where the
need to wear the vest is essential to complete a police
mission in a more timely manner.

Except for Tactical Team members, prior to wearing the TAC Vest,
all members shall attend a TAC Vest training class. All members
shall ensure their approved protective vest, as specified in DGO C-
04, SAFETY EQUIPMENT, is contained within the TAC Vest
before taking this equipment into the field.

b. The Undercover Plain Clothes or Task Force Uniform shall
consist of the:

1) TAC Vest and jeans or utility uniform pants; and

2) Class B gun belt.

2. Tactical Team Uniform

a. The Tactical Team uniform shall only be worn during
tactical team operations, training or other event as specified
by the Tactical Team Leader.

b. Mandatory safety equipment and other equipment approved
by the Tactical Team Leader.

c. TAC Vest (optional)

3. Helicopter Uniform

a. Helmet, as specified in DGO C-04, SAFETY EQUIPMENT

b. Flight suit.

c. Flight jacket and utility cap are optional.

d. Class B gun belt unless otherwise specified by Helicopter
Unit supervisor.

4. Bicycle Uniform

a. Helmet, as specified in DGO C-04.

b. Shirt, Pants, Shoes as specified in Part VI, D, 5.

c. Class B gun belt.

The Oakland Police Department Solves Multiple Homicide Cases, Recover Cache Of Firearms

Oakland – Today, September 9, 2020, the Alameda County District Attorney’s Office charged Marius Robinson, 47 of Oakland, in connection with the homicide of Robert Coleman, 43, of Oakland.

BACKGROUND: On July 2, 2020, at 4:58PM, Oakland Police Officers responded to a report of a shooting in the area of 72nd Avenue and International Boulevard. When officers arrived on scene they located Mr. Robert Coleman suffering from gunshot wound(s). Mr. Coleman succumbed to his injuries and was pronounced deceased.

On September 3, 2020, the Alameda County District Attorney’s Office charged Sammie Brown, 27, of Stockton, in connection with the homicide of Karongie Bell, 23, of Sacramento.

BACKGROUND: On August 27, 2020, at 8:34PM, Oakland Police Officers responded to a report of a shooting in the 1100 block of 76th Avenue. When officers arrived on scene they located Mr. Karongie Bell suffering from gunshot wound(s). Mr. Bell succumbed to his injuries and was pronounced deceased.

On August 31, 2020, the Alameda County District Attorney’s Office charged Michael Sanders, 19, of Oakland, in connection with the homicide of Sergio Martinez, 22, of Oakland.

BACKGROUND: On August 9, 2020, at 12:19 AM, Oakland Police Officers responded to a report of a shooting in the 8600 block of Holly Street. When officers arrived on scene they located Mr. Sergio Martinez, 22, of Oakland suffering from gunshot wound(s). Mr. Martinez succumbed to his injuries and was pronounced deceased.

On September 8, 2020, the Oakland Police Department’s Ceasefire Team served a criminal search warrant in the 4700 block of Fairfax Avenue and arrested a male adult who investigators believe may be connected with the August 6th, 2020, multiple casualty shooting, which resulted in the homicide of Hung Luu (Sampson). A cache of firearms were recovered (see photo below). Investigators will forward the case to the Alameda County District Attorney’s Office for review and charging.

A total of 5 firearms (many high capacity) were recovered from the criminal search warrant served.

BACKGROUND: On August 6, 2020, at 9:59 PM, Oakland Police Officers responded to the 4500 block of Fairfax Avenue on a report of a shooting. When officers arrived on scene they located four male adults (all Oakland residents) suffering from gunshot wound(s). Mr. Luu succumbed to his injuries and was pronounced deceased. The three other victims were transported to a local hospital and listed in stable condition.

This in an ongoing investigation anyone who has information is asked to contact the Oakland Police Homicide Section at (510) 238-3821.

Investigators would like to thank our community members for working with us to help solve these crimes.

After some controversy regarding a majority-white pool of candidates, Oakland Mayor Libby Schaaf and Oakland City Councilmember Dan Kalb (District One) introduced the City of Oakland’s first independent redistricting commission. This is what Schaaf and Kalb said in their statements, released today, and sent to Zennie62Media:

“Congratulations to the fifteen commissioners selected to serve on Oakland’s first-ever independent Redistricting Commission (link). This citizen’s commission will draw Oakland’s very first set of new election borders free of political influence, based on 2020 Census Data to apply to the 2022 City Council and School Board elections. I’m grateful to my co-authors Councilmember Dan Kalb, the League of Women Voters and Oakland Rising who worked with me way back in 2014 to write Measure DD, which passed with 61.45 percent of the vote and established this independent process that finally debuts this year. Oaklanders, be proud we’re one of the only cities in the country to use this transparent, public process that keeps politicians from getting to draw their own election boundaries. It’s a great advance for democracy.”

“I’m thrilled that our Redistricting Commission is getting started and will do the hard work necessary to ensure equitable representation throughout Oakland,” Councilmember Dan Kalb said. “As one of the authors of the ballot measure that created the Commission, I’m glad the voters agreed that elected officials should not draw their own district lines. I know the Commission will fulfill its commitment to an Oakland where all can participate in the political process and where everyone has a voice.”

This was the ballot measure that Libby and I authored in 2014 to make sure local elected could not draw their own district lines.

Here’s the City of Oakland’s presentation of the final 15 commissioners (although, this time, they avoided including a breakdown by race and sex, for some reason):

On August 27, 2020, the first six Redistricting Commissioners selected nine Oakland residents to join the Commission. Those selected include: Tracy McKnight (District 1); Shirley Gee (District 2); Amber Blackwell (District 3); Paul Marshall (District 4); Masoud “Matt” Hamidi (District 5); Martha Hernandez (District 6); Daniel Chesmore (District 6); Gloria Crowell (District 7); and Tejal Shah (District 7).

The first six Commissioners were announced on July 22, 2020, after their names were randomly drawn by Acting City Clerk Asha Reed from a 30-person applicant pool. They were tasked with selecting seven additional voting members and two alternate members from the remaining applicant list. The first six Commissioners include: Jan Stevens (District 1); Benjie Achtenberg (District 2); Lilibeth Gangas (District 3); Diana Miller (District 4); Stephanie Goode (District 5); and Mary Velasco (District 6).

All members were vetted through a three-person Screening Panel prior to their selection to the Redistricting Commission. The Redistricting Commission is comprised of 13-voting members and two alternate members, with Commissioners Chesmore and Hamidi serving as the alternate members. The alternate members will actively and fully participate in the Commission’s work. The Commissioners are tasked with setting new district boundaries for City Council and School Board of Directors districts upon conclusion of the 2020 U.S. Census.

“We prioritized geographic location, racial, ethnic and economic diversity as we reviewed the applicant pool and thoughtfully made our selections,” Commissioner Gangas said. “We strived to represent the dynamic demographic characteristics of Oakland based on the applicant pool.”

“Our job is to ensure a fair and equitable process in determining the new district boundaries for Oakland,” Commissioner Velasco said. “We have Commissioners of different backgrounds and experiences from across Oakland, and who all indicated a willingness to set aside our own self interests in accomplishing our work.”

“We encourage residents, groups, and organizations to get involved in our work,” Commissioner Stevens said. “As a new Commission, we want the community to know of the work we are doing and will strive to make the redistricting process as open and transparent as possible.”

The Redistricting Commission will begin its work in the fall of 2020 and will approve the new district boundaries by December 31, 2021. The Commissioners are eligible to serve one term, which concludes when the final district maps are approved.

Updated Alameda County Health Orders Take Effect September 4th

Hair Salons, Barbershops May Open Indoors; Operations of Other Lower-Risk Personal Services Remains Only Outdoors

Oakland – On Wednesday, September 2, the Alameda County Public Health Official issued updated Health Orders. Effective Friday, September 4, the Orders allow:

Hair salons and barbershops to operate indoors
Outdoor dance classes as part of outdoor non-contact fitness classes
Mini-golf, batting cages, driving ranges, and kart racing, as allowed by the State’s Family Entertainment Center Guidance
Retail stores may operate indoors at a 25% capacity limit
Grocery stores may operate indoors with a 50% capacity limit

Nail, Non-Medical Massages, Skin Care and Waxing Services may only operate outdoors. Shared play structures continue to be closed, including bounce houses, ball pits and playgrounds.

Other activities that may be allowed in the Purple Tier by the State are still not permitted in Alameda County at this time. For a roster of allowed business activities, please view Alameda County Openings at a Glance

To help Alameda County move to a less restrictive tier, please wear a mask in public, wash your hands regularly, keep at least six feet of physical distance when in public, and limit mixing with people outside your household.

The Alameda County Public Health Department encourages residents and businesses to adjust activities and plans as needed in response to changes in air quality during wildfire season. When air quality is poor, residents should stay inside when possible with doors and windows shut. To assist businesses allowed to only reopen with outdoor services – such as nail, non-medical massage, skin care and waxing services – under the County Health Orders, the City of Oakland has waived all fees and streamlined permitting for business’ use of public rights-of-way under the Flex Streets program.

Flex Streets allows businesses to expand allowed business activities outdoors in five ways:

Use the Sidewalks or Parking Lanes
Use Traffic Lanes
Use Private Parking Lots or Other Private Outdoor Areas
Vend from Food Trucks, Trailers or Pushcarts
Use City-owned Outdoor Property

The important step is to apply for the permit before you start using the outdoor space, even for privately owned or leased outdoor spaces – including parking lots. Businesses are reminded to review the ADA Accessibility Guidelines for the Flex Streets Program for important details on sidewalk clearances and accessible table requirements.

First-Ever Mental Health Tips Guide for Students by Students

Self-Care and Remote Learning are top concerns for young people in “The New State of Mind” featuring nearly 75,000 crowdsourced responses

Oakland – Blue Shield of California’s BlueSky Initiative, in partnership with DoSomething.org – the largest organization for young people and social change – launched a first-of-its-kind digital mental-health guide for youth, created for students by students. The guide provides young people with peer-to-peer tips on self-care, managing stress from digital learning, and supporting the mental health of fellow classmates.

With COVID-19 disrupting schooling for more than 55 million students across the United States, DoSomething.org, and the BlueSky Initiative called on their members to submit advice to help students during these difficult times. This campaign, entitled “The New State of Mind,” ran from April through June of this year and generated just under 75,000 tips.

“When we initially launched this campaign with DoSomething, we had no idea how turbulent this school year would be for millions of students, as well as their teachers and parents,” says Bryce Williams, vice president of Mind Body Medicine at Blue Shield of California. “What ‘The New State of Mind’ proves is that young people were not just anxious about the new reality of distance learning and everyday stressors, they were also committed to finding an outlet to talk about their troubles and offer solutions that would not just help them, but help others too.”

The BlueSky Initiative is a multi-year commitment by Blue Shield of California to help put more services into schools to support teens and address youth mental health issues. The release of the guide comes as year two of the program gets underway – following a successful inaugural campaign that saw more than 450 students receive counseling and over 800 teachers trained in mental health awareness.

In addition to publishing the digital mental-health guide for youth, DoSomething and BlueSky created a data-driven report for parents and teachers that highlights students’ mental health concerns and trends since shelter-in-place orders became widespread in March. Through the thousands of submissions, three themes remained consistent across New State of Mind: self-care, remote learning and helping loved ones. Sample tips from across these three core topics include:

Find a creative outlet (from stress baking and planting, to coloring and podcasting)
Get moving and get outside (a walk around the block, a run, or jumping rope)
Expressing emotions (whether it is space to cry, or listening to music to calm down)
Reach out when you need help (face-timing with friends or joining online support groups to meet new ones)
Put aside time for you, but also make time for others (creating a schedule that builds in work and play, to journaling, and being more mindful of others’ unique needs)

As one17-year-old DoSomething member named Alexander notes in the guide, “My plan is to keep in touch with my friends and really pay attention so if I notice if they act differently or become depressed, I can be sure they get help before something tragic happens. The signs are usually there if someone is looking and it’s more important than ever now.”

“This guide comes at a time where young people really needed it most. They are stressed, they are scared, and they are sad,” says Sahara Lake, senior manager of community impact with DoSomething.org. “But what we also found is that there is also a lot of hope among young people. They share great advice on how to grapple with stress, and how to continue to move forward, and that’s a good thing.”

“For anyone dealing with stress or any type of mental health issue, I would like them to know that you are not alone. We can work together as a community to overcome these hardships,” says Colleen, an 18-year-old DoSomething member. “This campaign helped me to reflect on positive energy and thoughts instead of all the negatives, and I’m sure it will do the same for those who pick it up and read it today.”
