Oakland Finance Director Erin Roseman Slammed By Workers Unions For Alleged Illegal Behavior

Oakland (Special to OaklandNewsOnline.com) – On the morning of the City of Oakland’s special City Council Finance Committee Meeting featuring an “informal report” on Oakland Police Overtime, and in the wake of rumors that the City of Oakland may file for bankruptcy, Zennie62Media, Inc. has uncovered a damning May 8th, 2024 letter to Oakland Mayor Sheng Thao directed at Oakland Finance Director Erin Roseman.
What could be called the “Report on the behavior of the Finance Department with respect to Business Tax Collection” was written by a coalition of Oakland workers representing SEIU, Local 1021, FPTE, Local 21, IAFF, Local 55, and IBEW, Local 1245, and posted at the website of IFPTE, Local 21. It accuses Ms. Roseman of lack of leadership and “illegal behavior”, to highlight some of the criticisms.
Mayor Thao and Members of the Finance Committee,
As the coalition representing over 3,000 city workers, we are writing to express concern with recent actions of the Finance Department leadership. We have attempted to engage in thorough discussions with the Finance Director Erin Roseman and Revenue and Tax Administrator Sherry Jackson about the state of the City’s budget and revenue collections, however in those attempts we have been met with illegal behavior, resistance and a troubling lack of transparency.
Numerous reports to City Council have made it clear that last year, thousands of businesses did not pay business taxes by the April 17th deadline. Those reports also show that as much as $34 million in business tax collections from prior years may still be outstanding. To date, thousands of businesses still have not been noticed that they are delinquent.
According to policy documents provided to us by the Finance Department, delinquency notices are typically sent in May of each year and the entire process for collections takes approximately 45 days. Last year, the first notices of delinquency were mailed in October, November and December of 2023—a full six months after the normal timeline for business tax collections, four months after the close of the fiscal year and months after finance department operations had recovered from the ransomware attack.1 The Finance Department is currently projecting a $177 million deficit.
This deficit projection is in part based on the assumption that business tax collections for this year will remain at last year’s levels. Not only did Director Erin Roseman fail to collect revenues from approximately half of Oakland businesses last year, but Director Roseman is essentially assuming that we will do the same this year, which is driving dramatic service cuts to our community and potential layoffs of union members. Failing to collect all outstanding revenues as quickly as possible to protect these vital public services is unconscionable and a failure of leadership.
Oakland Finance Director Erin Roseman Accused Of Not Showing Up For Meetings With Union SEIU 1021
IFPTE Local 21 made a first attempt to meet with Finance Director Erin Roseman to discuss this issue in December of 2023, however Director Roseman did not show up to the meeting. As a result, the union submitted questions in writing on February 16th.
According to the Finance Department’s Measure T Implementation Report from November 2023, the department had resumed normal operations and had issued business tax certificate renewals by May of 2023, meaning that notices were also sent six months after the department had resumed operations.After Director Roseman and Revenue and Tax Administrator Jackson failed to respond to a number of items, Local 21 filed an unfair labor practice charge on March 25th, 2024.
To date, the union has still not received a full response to its requests from Erin Roseman. On April 15th 2024, SEIU 1021 also attempted to meet with Director Roseman to discuss the issue and Director Roseman again did not show up. In both cases, our union representative appeared at the meeting and waited, only to be told that the Director would not be attending.

Live Las Vegas NBA All-Net Arena Project Still Alive Called LVXP Development – Vital Vegas Is Wrong
The All-Net Arena Development Project, once considered to be the possible site of an expansion NBA team, then said to be terminated last year, has new life under a new name: LVXP Development.
The news of the new project came out November 12th, and attracted the naysayer Vital Vegas, who wrote:
Just when you thought the cavalcade of horseshit was finally over for the former Wet ‘n Wild water park site after All-Net Arena was euthanized, it continues with the release of renderings for yet another Strip resort project that’s never, ever going to happen: LXVP.
Yes, that was a lot, but we’re very busy and important, so we don’t have time to dilly and/or dally.
We were pretty much the lone Las Vegas media outlet to call out the All-Net sham for a decade, and we’re proud to do it again for LXVP.
Well, one thing I’ve learned about what Vital Vegas blogs: if he says it’s one way, look the other way. And in this case, what I found was that the new proposed resort is the focus of a joint-venture between All Net Land Development LLC and 2601 Las Vegas Blvd Venture, LLC DBA LVXP.
The new version of The All-Net Project was the focus of an October 10, 2024 letter from a company called Stillman Partners to the Clark County Planning Department. That letter reported plans for a resort hotel, multi-family dwelling, entertainment or recreational facilities (arena, theater, plaza area), and all associated and accessory use structures, and incidental buildings and structures.
According to the Stillman Partners letter, the project will include all proposed project components and area development of a project located on a site located within Clark County, Nevada, and bounded by:
a) Las Vegas Blvd, a public street, to the West.
b) Properties Fontaineblue and Turnberry Place, to the South.
c) Paradise Rd., a public street, to the East.
d) Property Sahara to the North
The North Las Vegas Strip resort project, which would feature an 18,000-seat NBA-ready arena, a casino, restaurants and other retail, would rise 752 feet if approved by FAA and Clark County.

According to Korn Ferry, there are over 86 Million Fake Job Listings in America. The personnel organization reports:
If the job listing sounds too good to be true, it probably is. LinkedIn says it shut down over 86 million fake accounts last year, and the US Federal Trade Commission says that losses from fraudulent ads rose by 25% in 2023, to $491 million. Korn Ferry examines why, even as the job market slows down, the number of fake jobs is rising dramatically. A new report by McAfee suggests that the problem is only growing in both size and intensity: As with the email scams that loop in unsuspecting recipients to send cash, the number of scammers involved is enormous. “If there’s a network like this, someone will take advantage of it,” says consumer and culture expert Alma Derricks, senior client partner at Korn Ferry.
The scams are aimed at workers at all levels, from CEOs to part-time hourly employees, though entry-level and contract jobs seem to be particularly hard-hit. “Scams do tend to appeal to more junior or less sophisticated job seekers—it’s a big issue for the targeted populations,” says Dennis Deans, vice president of global human resources at Korn Ferry.
Prospective employers are advised to build trust with candidates by posting ads on multiple reputable online locations, including their own company website and paid job sites, says Vied. Many scammers do neither, instead posting free or very low-cost job ads, or contacting unsuspecting individuals via text or email—communications tools that do not require face-to-face interaction.
Experts recommend a solution for both employers and employees that has echoes of 1962, 1972, and 1982: good old-fashioned networking. Real-time discussions with recruiters can calm jittery applicants by offering the kinds of in-person or online exchanges that scammers can’t replicate. Candidates can also reach out to their own networks. Longtime recruiters say that these professional networks, along with a candidate’s word-of-mouth reputation, are extremely helpful to their recruiting efforts. “It’s interesting that despite all the technological advances, we’re being tossed back to the way we used to job hunt, through friends or friends of friends,” says Derricks.

Candidates are tricked into supplying key personal information that enables scammers to commit identity theft. “That job ad is not the lottery ticket it appears to be,” says one Korn Ferry expert.

Rick Gates, one of the most significant former Trump campaign advisers who flipped on President Donald Trump in the Mueller investigation, pleaded guilty to conspiracy against the United States for making false statements in the investigation into Russian interference in the 2016 United States elections and was sentenced to 45 days in jail and three years probation by federal judge Amy Berman Jackson, on December 17, 2019.
But the judge veered from simply giving him his sentence to acknowledge the significant role he had played as a witness in the Mueller investigation.
Gates, a longtime deputy to 2016 Trump campaign chairman Paul Manafort who shared searing details about Trump’s efforts in 2016 with special counsel Robert Mueller.
Judge Amy Berman Jackson said “Gates’ decision to be honest about what he did know and to decline to make assumptions or guess what he didn’t know,” Jackson said, “is an important public service.”
As part of his plea deal, Gates agreed to plead guilty to related charges of conspiracy and lying to investigators in February 2018. He also signed up to cooperate, giving Mueller’s team key insights into Manafort and Trump’s actions in 2016 during the height of the Russia investigations.

It was the Cal Defensive Alignment that put 98 in a bad position, asking him to take on the guard inside of him rather than defend the outside gap.
Cal has to run more conventional 4-3 Defensive Alignment with single gap assignments for the defensive line. Wilcox has them two-gapping. Awful.
